Innovation Research On The Role Of Grass-roots Governments In Urban Community Governance Under Division A Djustment

Economy in China is currently in a rapid developing status,and divisions adjustment would be inevitable,which contains the methods of establishment of cities or districts with revocation of counties,counties being administrated by province,and etc.It is not a minor change in administrative divisions adjustment but an inevitable transform for regional economy development to reach a certain level.Its main goal is to promote the industrialization improvement and economic development.The biggest change in divisions adjustment is the one in the ideology of the cadres and the masses.Take the establishment of districts with revocation of counties for example,the name and the thoughts have changed,therefore the steps have changed—the villages and towns are transformed to street offices,which increased the pressure on grass-roots cadres,and the work threads have shifted from make people rich and counties strong to urbanization to promote prosperity.This kind of change is both an opportunity and a challenge for the grass-roots government.Community governance refers to the interactive process of government,community organizations,residents,jurisdiction units,social organizations and other subjects within a clear area,and in the premise of following market rules and public interests,effectively supply goods to meet the needs of residents and optimize public order,advance governance progress.General Secretary Xi Jinping has repeatedly emphasized that the focus of social governance must fall on urban and rural areas and communities.At present,most of the community governance work in China still relies on the government to boost,and the coordination and cooperation between market and social organizations also rely on the guidance and coordination of government.Therefore,the full play of the grass-roots government in community governance is a necessity for a governance system in which multiple subjects cooperate and co-govern.Under the complex background of divisions adjustment,how to use high-quality innovation to play the role of grass-roots government in community governance and promote the effective improvement of urban community governance in China would be the main point.In the view of which,this paper uses the methods of investigation,literature research,case study and interview to study the role and innovation of Changleng town government in community governance innovation after divisions adjustment,and summarizes the role and innovation development of Changleng town government in the field of community governance in the past five years.The emphasis of research is on how to break through the original pattern and improve the governance level and service ability of urban community governance under the innovative role of grass-roots government and the background of divisions adjustment.Firstly,it discusses the origin,significance,main difficulties and possible innovations of the research;secondly,it clarifies and defines the basic concepts and related theories;Thirdly,it expounds the content and significance of community governance of grass-roots government,the role and role of grass-roots government in community governance,the impact of regional adjustment on urban community governance,and the change in the focus of grass-roots government's work.Then,it analyzes in-depth examples,This paper introduces the process of Changleng town's withdrawal from county to district,analyzes the innovative role of the grass-roots government(especially government of Changleng town)in community governance,and analyzes the existing problems and causes.Finally,the corresponding measures are given.
