Research On The Grassroots Petition In The Background Of Social Governance Innovation

With the constant improvement of the social managementin our country,the problem of petitionhas become a hot spot of concern from all walks of life.Recent years,the handling of complaint reporting of the news reports that often reported a complainant ultra complaint behavior,which makes a lot of people don't understand,or even to complain.In recent years,China has made changes to the regulations on letters and visits,and put forward a clearer definition of the complaint reporting in the legal track.Petition letter has great significance to social development,many scholars at home and abroad have studied the problem of petition,however,current research specifically from the perspective of social governance is relatively few.Therefore,from the perspective of social governance innovation,this paper analyzes the grass-roots petition work in China.In the first chapter of the thesis,the background of the topic and the significance of the topic are expounded,and the research analyzes the status at home and abroad.What's more,the research content,research methods and innovation points are elaborated.In the second chapter of the thesis,it puts forward our party always adhere to the mass line,never wavered,mass work is included in the social governance.Grass-roots petition has realized the effective communication between the government and the masses.In the context of social management innovation,the grass-roots letters and visits is very important.The third chapter elaborates the new situation of the social governance innovation to the grass-roots petition,and puts forward that the innovation of social governance has a great positive effect on improving the grass-roots petition.Paper as the background,the fourth chapter to social governance innovation found grass-roots petition mechanism of letters and low efficiency,the basic operation mechanism is not clear,receiving letters and visits is not sound,and imperfect working security system problems.These problems mainly because the grass-roots petition work mechanism orientation deviation,slow change of government function and construction of legal system is weak.The fifth chapter of thesis is set in social management innovation.It puts forward to set up the correct letters and concept,the letters and legalization and standardization.Atthe same time,the strengthening of the party committee government leading and coordination with the relevant departments,but also widen the channel of the letters and visits.We also need establish a network of social governance model,and a comprehensive improve citizen participation.Now,our country is in a critical period of social transformation,which we need innovate,dare to create,and strengthen the innovation of the grass-roots letters and visits.The sixth chapter is a summary of this paper,which is a review of the research ideas and shortcomings.I hoped that this paper will promote the improvement of our government's governance level and decision-making ability.
