Japan's government development assistance to Indonesia stems from Japan's post-war compensation.From the establishment of diplomatic ties between Japan and Indonesia in 1958 to the Asian financial crisis in 1997,Japan's assistance to Indonesia has gone through a changing process from “compensation payment” to “economic cooperation”,from “donor” to“heart-to-heart” partnership,from economic aid diplomacy to the politicization of economic aid.According to the phased analysis of Japan's aid to Indonesia,the internal logic of the evolution of Japan's aid policy to Indonesia is that under the interaction of domestic and foreign environment,Japan's national interests,strategic objectives and implementation path will be adjusted accordingly.Japan's assistance is mainly supplemented by yen loans,free grants and technical cooperation.In order to better analyze the implementation and effectiveness of Japan's development assistance to Indonesia,this paper takes the large-scale infrastructure Renun power plant aided by Japan to Indonesia as an example to discuss in detail.Aid has proved lucrative for both sides of the country.Japan's various assistance not only laid the foundation for Indonesia's “new order” in the next 30 years,but also improved Japan's national image in Indonesia and won support for Japan's national pursuit of “normalization”.Japan's aid to Indonesia is influenced by Japan,Indonesia and the United States,and has shifted from focusing on Japan's own economic interests to promoting balanced development in various fields of Indonesian society.The two sides have gradually shifted from the traditional donor-recipient relationship to the development partnership paradigm of equality and reciprocity.Japan's aid to Indonesia is self-interested and essentially serves national interests.
