| The Reform Scheme for the Central Committee of Chinese Communist Youth League(CCYL)indicated that the grassroot units of CCYL were not only the key reforming object but also the working priority in future.However,previous studies have manifested that the grassroot units are prevalently confronted with a series of deficiencies,and therefore will hamper the implementation of reforming measures.Even if the now-available theoretical studies have analyzed the bottlenecks for implementing reforming policies and the corresponding solutions from the perspective of policy-making,i.e.the top-down analyzing mode,it still remains insufficient for supporting the reforming policy implementation for the grassroot units of CCYL since there is little empirical evidence of how well they perform and what are the mechanism underlying the policy failure.In this regard,assessing the performance of reforming policies implemented by grassroot units and further identifying the underlying causes is crucial.This thesis Applied the policy implementation theory as the theoretical model,and selected the two policies(Communicating with The Young and Level Improvement of Organization and Personnel)carried out by the CCYL organization and its affiliated branches in Cunty N,Jilin Province as the empirical cases.Additionally,this thesis evaluated the process and the performance of reforming policies implemented by the grassroot units,identified the influencing factors underlying the current implementation mode and the implementation gap by using the ambiguity-conflict model,and further two suggestions are put forward to construct a reasonable and feasible policy system and to enhance the interaction between policy participants.The conclusions indicated the following:1)There were setbacks during the implementation of Communicating with TheYoung,including implementation delaying,deviation rectifying and perfunctoriness.Though the policy implementation reinforced the connection and interaction between CCYL and the young people to a certain degree,many problems,such as false figures,lack of specificity and supervision still emerged.In addition,the grassroot units were found to be in a passive position when implementing the Improvement of Organization and Personnel.Due to the hollowing and aging of the grassroot leadership as well as the limited staffing level and expenditure,implementation of this policy became formalized and was provided with poor performance.2)The ambiguity-conflict analyzing results indicated that policy attributes were the determinants for policy implementing performance during the reforming of CCYL grassroot units,i.e.its ambiguity and conflict.The policy executor would adopt the Appropriate implementation mode according to the specific policy attributes,in an effort to somehow achieve the policy objective.The implementation mode of CCYL reforming policies was flexible,which indicated that both the policy maker and the policy executor would adjust the ambiguity and conflict of a policy referring to the periodical performance.Thus,there could be different policy implementation modes during different periods,and these modes were interchangeable.3)If the implementation gap of CCYL reforming policies needed to be narrowed down,the policy maker should propose a feasible policy system and establish the additional scientific evaluation system.Moreover,they should also interact with the policy executor and offer basic resource supports.Other than that,the policy executor should be allowed to make mistakes at the very beginning and combine the self-interest with co-governance concepts and civism. |
