Research On The Implementation Dilemma Of Cadres’ Incorruptible Archives Policy

Since April 1927,the central Supervisory Commission has been established for more than 90 years.In the process of continuous reform and development of China’s discipline inspection and supervision work,the discipline inspection committees and supervision committees at all levels have begun to establish incorruptible archives,but for a long time,the archives of cadres’ incorruptibility have not been paid attention to.Until December 28,2018,the general office of the CPC Central Committee issued the working rules for the supervision and enforcement of discipline by the discipline inspection organs of the Communist Party of China,in which Article 17 of Chapter III Supervision and inspection has made clear provisions on the establishment and improvement of the clean government archives of Party members and leading cadres,and listed in detail the contents that should be included.However,it seems that the policy with clear procedures and contents is not smooth in the grass-roots implementation process.There is a big gap between the cadre anti-corruption archives work of S city and the expected effect.In addition to the lack of manpower of the Commission for Discipline Inspection of S City,the lack of attention paid to the management of cadres’ incorruptible archives,and the inability to share information,there are also some problems in the leaders of grass-roots Discipline Inspection Commission and relevant responsible persons who have low recognition of the policy,the overall lack of systematic thinking on this huge work.This paper mainly discusses the difficulties and difficulties encountered in the process of policy implementation by taking the cadre anti-corruption archives work of S Municipal Commission for Discipline Inspection as an example,so as to put forward improvement methods and suggestions.The introduction of this paper describes the background and meaning of the research,by summarizing and combing the research status at home and abroad,to explore the breakthrough point of the topic selection.At the same time,this paper introduces the specific research methods and models used in this paper.The article is divided into three parts: in the first part,it mainly introduces the concept and related theory of cadre’s incorruptible archives,the supervision and enforcement rules and policy implementation of the discipline inspection organs of the Communist Party of China,as well as the analysis tool used in this paper,namely the fuzzy conflict model.The second part introduces in detail the current situation of cadres’ clean administration archives work in S city.Combined with specific statistical analysis and investigation cases,this paper uses the "ambiguity-conflict model" to analyze the specific situations encountered in the policy implementation of S City cadres’ clean administration archives work.The third part of S City Commission for Discipline Inspection Supervision in the implementation of cadre anti-corruption archives policy implementation difficulties,put forward specific suggestions,hoping to provide help to grassroots Discipline Inspection Commission in cadres’ clean administration archives work.The conclusion of this paper points out that we need to reduce the conflict in the process of implementation as the main means to effectively promote the work of cadres’ incorruptible archives.
