Policy Implementation Of Public Welfare Institutions In The Context Of Policy Conflict

Recent years,with the high speed development of China's social economy,the spiritual and cultural needs of Chinese people are also sustained growth.As a medium of historical and cultural heritage,publicity and public education,museums are also trying to bring out the old and bring forth the new in order to play a better role in cultural education in the new era.In order to explore the potential of museums and develop their cultural and creative industries,the central government has put forward a series of relevant policies.However,in the specific implementation process,the museum is facing the conflict between the policies of cultural and creative development and the reform of public institutions.The museum is limited in the process of developing cultural and creative industries,resulting in the differentiation of policy implementation path.How to analyze the differentiation of policy implementation path,and find the development path and direction of Museum Cultural and creative industry in system formulation and policy implementation is a problem that our local government and museum need to solve,and also a more referential problem in the work.This paper combines the theory of policy conflict with the theory of new institutionalism and the theory of bureaucracy by using the methods of theoretical analysis and case study.Taking museums of J City as examples,it explores the policy implementation mode of museums under the condition of policy conflict.Firstly,this paper summarizes the theories of new institutionalism,bureaucracy and public policy conflict.After confirming the theoretical basis of this paper,itdescribes in detail the policy conflicts faced by J City Museum,as well as the different policy implementation paths chosen by the museum in response to the policy conflicts.Secondly,this paper analyzes the causes of the policy conflicts faced by museums.It is mainly due to the isolation between formal organizations that leads to policy conflicts.The policy of institutional reform is universal,but it lacks the policy and system adjustment for the special situation of museums.This has led to restrictions on the cultural and creative development of museums.In the context of bureaucracy in China,the bottom-up feedback channel is not smooth.Therefore,the museum's policy implementation path is divided: some museums adopt the so-called “contingency” implementation method to ensure the implementation of the policy,temporarily avoiding the policy conflict;the other museums choose to give up the cultural and creative policy implementation to ensure the effect of the reform policy of public institutions.At the end,in order to carry out the work better and ease the policy conflict,this paper puts forward the improvement path.That is to say,we should predict and resolve policy conflicts from a policy perspective,establish a policy implementation mechanism,and use corporate governance reform to expand the freedom of museum work.At the same time,we should give incentives from the inside of the museum,broaden the service ideas and stimulate the enthusiasm of service.Through the discussion,I hope this paper can play a reference role in the practical work.
