Research On The Difficulties In The Policy Implementation Of Tolerance And Correction Of Error

It is of great significance for local governments to carry out national policies effectively.For the CPC central committee,which means that the policy complies with the trend of The Times,adapt to the development of local economy and society,and achieving the target of policy,although in our real life,most of the policy would be able to implement,and received good social effect,however,individual policies implementation is not good enough,still exist even being selective execution or flexible implementation,this will undoubtedly lead to we have weakened the government's credibility,and,of course,also won't achieve the goal of policy.Local governments are generally the main body of policy implementation,which largely determines the quality of policy implementation.According to the theory of new institutionalism,environment determines the choice of action subject to some extent,but as the subject of policy implementation,it is more influenced and restricted by two environments and two relations.Through my own social work experience,I find that the local government needs to deal with the relationship between the two aspects.First,the internal system.Since the founding of our country,there has been a top-down system,in which local governments at all levels must obey their superiors(the central government)and handle the relationship between governments.Second,the external environment.Local government management of local social and economic affairs,need to deal with a variety of complex social relations,weighing the interests of all aspects,its behavior choice is also affected by its relationship with the local.When receiving relevant policies issued by the central government,local governments will,in the actual implementation,study the attributes of the policies on the one hand,and consider the fit between policies and local social characteristics on the other hand,and choose different behavioral logics after comprehensive weighing.When our local governments face the policy of tolerating and correcting mistakes,on the one hand,they introduce relevant policy documents in combination with the actual situation of the region,and fulfill the task deployment of the higher government in form;on the other hand,they fail to put the policy into practice.The fault tolerance of the party central committee put forward error correction mechanism,and conform to the requirements of the central,and fit the actual at the grass-roots level,responded to the masses of cadre's expectations,but the central issued relevant documents about fault tolerance error correction system,the local government has tried in fault tolerance error correction policy,but from the point of the effect of execution,there are still many problems,mainly displays in the policy implementation does not reach the designated position,local implementation case is also rare,individual places to stay on the system level,even no real fault tolerant error correction mechanism.On fault tolerance error correction policy is hard to fall to the ground at the grassroots level,in this article,through the perspective of policy implementation as the breakthrough point,use of case study method,interview method,observation method,based on the legitimacy of the policy priority logic,logic,issues of policy implementation based three organization theory,combined with the author in the specific conditions and working characteristics of R area,in-depth analysis fault tolerant error correction policy is the main problems existing in the implementation process policy formulation and implementation of embedded,fault tolerant error correction policy issues and conflict with the priority of other issues,policy execution resources and inadequate protection of the supporting measures,In order to promote the effective implementation of the fault-tolerant and error-correcting policy,this paper puts forward the countermeasures of promoting the construction of the fault-tolerant and error-correcting legal system,clarifying the responsibility and authority of fault tolerant and error-correcting,and constructing the scientific and reasonable organization system of policy implementation,so as to help the fault-tolerant and error-correcting mechanism break through the development bottleneck and provide beneficial practical exploration for the effective implementation of the fault-tolerant and error-correcting policy.
