Research On The Implementation Of The Transformation And Upgrading Policy Of Traditional Industries In Dafeng District,Yancheng City

Traditional industries are the focus of China’s industrial structure adjustment at present and in the future.Under the background of the 2020 double carbon target,the transformation and upgrading of traditional industries has become imperative.The government can make up for the market defects by pooling resources and scientific allocation,mobilize the confidence of enterprises,and boost the transformation and upgrading.In Yancheng City,Jiangsu Province,traditional industries occupy a relatively high proportion,occupy more resources,have a high energy consumption level,low added value of products,and the rate of industrial added value remains below 20%.Through the research on the implementation of the policy of transformation and upgrading of traditional industries in Dafeng District,it is helpful to explore the characteristics and logic of the implementation of local government policies.Firstly,this thesis expounds the importance of the implementation of industrial policies in the process of industrial transformation and upgrading from three aspects:domestic and foreign transformation and upgrading cases,the impact of industrial policies on industrial development and the significance of policy implementation.Then,taking Dafeng District as the target,on the basis of reviewing policy literature and archival data,interviewed policy implementers and their quarterly counterparts to understand the actual purpose,implementation and audience satisfaction of the policy.Analyze the overall situation of industrial policies in recent years,such as "chain length system","award and subsidy policy","talent zone strategy","one enterprise and one policy",and "section-level cadres linking service enterprises".According to the current situation of policy implementation,the problems existing in policy implementation are extracted,and the fuzzy conflict model is used to analyze many problems,such as fewer ways to obtain policies,discontinuous policy implementation and deviation of policy implementation.Meanwhile,according to the problems,the causes of existing problems are analyzed from four aspects: the policy itself,the policy implementers,the working mechanism of policy implementation and the opposite side of the policy.One-to-one suggestions on the implementation of industrial policies.
