Study On The Internal Supervision Of Law Enforcement Of Traffic Police In Xingang City

The public security is the important force of administrative enforcement of law and criminal justice.The law enforcement ability and level of the public security,to a large extent,reflect the government's image of the rule of law and the construction process of the rule of law in China.The law enforcement of traffic police of public security has a wide range and strong openness,which is closely related to people's life.Its quality of law enforcement directly affects people's livelihood,the credibility of the government and the process of rule of law of China.Based on the theory of power control,due process,street bureaucrat and total quality management,this paper studies the internal supervision of law enforcement of traffic police detachment of public security of Xingang city through literature analysis,interview,comparative analysis and empirical analysis.Through the law enforcement supervision of traffic police detachment of public security of Xingang city,as much as possible avoiding law enforcement defects,law enforcement risks,and even violations of laws and disciplines,in order to enrich the theoretical research of internal supervision of law enforcement of traffic police of public security in theory,and practically improve the law enforcement quality and level of traffic police of public security of Xingang city.So as to prevent the abuse of power,reduce the illegal infringement of traffic police on the masses,establish a good image of traffic police of public security,and reduce the occurrence of corruption.Combining with the current situation of law enforcement of traffic police detachment of public security of Xingang city,this paper analyzes the internal supervision of law enforcement of traffic police of public security from the main body,system,mode and assessment of supervision results.On this basis,it is found that there are some problems.For example,there is passive supervision,there is lack of supervision from the bottom to the top,most of the problems found in supervision are superficial,there is a blind area in the supervision content,and the evaluation effect of supervision results is poor.In view of these problems,this paper analyzes the reasons from four aspects: supervision mechanism,supervision personnel,assessment of supervision result and supervision information level.And then explores countermeasures one by one to solve them.Through the research,this paper firstly proposes that the internal supervision department of law enforcement,in traffic police of public security of Xingang city,should integrate the functions of supervision of law enforcement of the five departments of political work,order,accident,legal system and vehicle management in the traffic police detachment.And establish a team of supervision.Then optimize the internal supervision mechanism of law enforcement of traffic police by improving the internal division of labor and improving the status of the team of supervision.Secondly,this paper proposes to strictly guarantee the moral quality and professional quality of internal supervisors of law enforcement,through improving the entry threshold of internal supervisors of law enforcement and internal prevention strategies in the management of internal supervisors of law enforcement.Thirdly,this paper proposes to calculate the assessment score scientifically and pay attention to the application of the results of law enforcement supervision,so as to form a scientific and reasonable evaluation system of quality of law enforcement.Finally,this paper puts forward four measures,such as to implement audio and video recording in the whole process of law enforcement,integrate and improve the function of system of law enforcement supervision,build an efficient and feasible system of internal supervision of law enforcement of traffic police.Then form together a set of practical internal supervision mode of law enforcement of Traffic Police Department of Public Security.
