Study On Emergency Management Of Zhengzhou City Rail Transit

City rail transportation belongs to the public service industry,and personnel intensive places,and has close relationship with social security,an important aspect relates to social security,and social security incidents occur frequently.Zhengzhou is located in the Central Plains,central Zhengzhou as an important node in the city Belt and Road Initiative,shortly before the Henan free trade zone and national approval,Zhengzhou is now rising to the National Center City forward.Currently,there are three lines of Zhengzhou subway put into use,respectively,line 1,line 2,suburban line,in 2016 the average daily passenger volume of the network was 260 thousand,the highest of 580 thousand people.2016 is the first year of the "13th Five-Year","13th Five-Year" period,Zhengzhou will start the construction of 12 lines,to achieve the opening of operating mileage exceeded 300 kilometers,public transport accounted for the proportion of motorized travel to 65% by the end of 2020,the future of network operation,high mileage,large passenger flow,once the security problems of the entire city security will have a huge impact.This paper uses advanced technology and operation methods of safety management theory,many aspects of city rail traffic safety facilities,environment,system and management factors were analyzed,to explore the safety risk control rating management mode,operation safety and public safety operation and management of the subway network under study,combined with the Zhengzhou city population structure,traffic the status quo and development trend,combined with the status quo of the local emergency management work,summary and analysis of Zhengzhou city rail traffic safety crisis potential internal and external causes,and on the domestic and overseas city rail traffic safety management measures,comparative study.Finally,through the actual case of Zhengzhou area,emergency management to be held in Zhengzhou in December 2015 the Shanghai cooperation organization member states of the Council of heads of government of the fourteenth meeting of the Zhengzhou subway security,from the macro guidance,legal system,social environment,the implementation of the operation of proposed Zhengzhou city rail traffic safety emergency management mode in the network operation the following aspects,hopes to further improve in line with Zhengzhou local characteristics of city rail traffic safety management,emergency management system and mechanism,to the great development of Zhengzhou to provide strong public traffic security.
