The complexity and cross-domain characteristics of public issues increasingly require collaboration among government departments,However,due to the cognitive differences,the distribution of interests,the ownership of authority and other issues between departments,there will be a gap and a sense of boundary between departments.Once the boundary is rigid,it means that there are different levels of barriers,so rigid organizational boundaries become bottlenecks and obstacles for government cross-sectoral collaboration and holistic government.Government cross-sectoral collaboration needs to break the boundaries between departments and realize the mutual penetration of information,resources,creativity,energy,etc.between organizational boundaries.The existing research on organizational boundaries is mainly about the concept and type of organizational boundaries,and still focuses on the field of enterprise management.Attention has been paid to the existence of "boundary exclusion dilemma",but there are very few special studies on organizational boundary issues in the field of public administration.In addition,although researchers pay attention to the phenomenon of organizational boundary permeability,some influencing factors and suggestions for organizational boundary penetration are proposed,however,the existing research focuses on the "what" of the research,but does not effectively mine the internal mechanism of the boundary permeability.In view of this,the article studies the influencing factors and mechanism of boundary permeability between local government departments,trying to answer the question “How do the boundaries penetrate in cooperative action between local government departments ?”The article selects a typical case of organizational boundary permeability-the practice of XinZhou "Random-snapshot",and obtains relevant information and documents through the official website,mainstream media reports,search engines,focus group interviews and one-on-one interviews,then uses the grounded theory method,the obtained data is subjected to open coding,axial coding and selective coding,thus constructs an analysis framework of the influencing factors of boundary permeability between local government departments.Finally,based on the analysis of influencing factors,further explores the underlying mechanism by which the influencing factors work.The study found that the influencing factors of boundary penetration between local government departments mainly include three dimensions:environment-opportunity dimension,guarantee-constraint dimension,motivation-behavior-result dimension.The specific influencing factors are environment factor,opportunity factor,guarantee factor,constraint factor,penetration dynamic factor and penetration result factor.The mechanisms of these factors include maintaining cognitive consistency,providing support for technology embeddedness,obtaining power legitimacy,organizational inertia,internal drive and pressure transmission.Specifically,environmental factors promote the cognitive consistency between government departments and the external environment,thus stimulating the boundary penetration power of local government departments;opportunity factors provide technical support through technology embedding,which makes the organizational boundary penetration possible;guarantee factors and constraint factors promote the organizational boundary penetration through obtaining power legitimacy and organizational inertia,respectively Local government departments in the role of internal drive and pressure transmission have produced the behavior of boundary penetration,and get a better result of organizational boundary penetration.
