Research On The Development Of Community Pension Service Under The Public-Private Partnership Mode In Lanzhou

With the continuous impact of the aging of the population,coupled with the influence of getting old before getting rich,the issue of old-age care has become a hot spot of great concern to the whole society.With the weakening of the family ’s function of old-age care,the incomplete social function of old-age care,and insufficient resources,actively exploring an old-age care model suitable for China ’s national conditions has become a very urgent practical problem.In 2011,the Lanzhou Municipal Government proposed to encourage the participation of multiple parties through government leadership and guide social forces to participate in the elderly care service industry.At the same time,it emphasized the public welfare of elderly care services,with a view to improving the level and efficiency of social elderly care services in Lanzhou City."Special Plan for the Construction of Social Pension Service System".At present,although some results have been achieved,the bottlenecks of restriction have emerged and become more and more apparent,which has affected the overall improvement of the level of community elderly care services.This paper selects the Lanzhou H Old-age Comprehensive Service Center as the research object,through the form of data collection,questionnaire survey,field interview and other forms to study the current status of the community old-age service development of the H Old-age Comprehensive Service Center,presenting the main achievements of the community old-age service At the same time,it is concluded that the H elderly comprehensive service center has problems such as insufficient resources for community elderly care services,unreasonable service configuration,inadequate supervision and insufficient social influence.Use public product theory and cooperative governance theory to analyze the cause of the problem from four aspects: cooperation subject,cooperationenvironment,cooperation mechanism,and cooperation consensus.By drawing on the experience of the community pension service in the UK and Shanghai public-private cooperation mode,the current status of the H pension service center The author proposes countermeasures and suggestions to improve the community pension service under the public-private cooperation model,such as clarifying the role positioning of participants,improving laws,regulations and policies,and building relevant mechanisms and systems.With a view to improving the quality of community old-age care services of the H Old-age Comprehensive Service Center,it also provides ideas for the local government of Lanzhou City to develop community old-age care services by introducing social forces.
