With the rapid development of human rights consciousness,information disclosure of financial-aided university students before referred to personal sensitive information,such as ID number,address,telephone number,date of birth and so on.There were wide concerns among society,which highlighted the conflict between rights to know and rights of privacy,also measured the balance of legal value in Chinese higher educational management for financial-aided students.From the perspective of information disclosure of financial-aided students,this paper discussed the cause that the conflict between rights to know and rights of privacy generated,its representation,disadvantages,balance rules and approaches with the theory of rights conflict,to innovate the rights conflict problems in law theory and to facilitate the development of law theory.The education ministry published An Urgent notice on normalizing the disclosure information of students' funding in 2007.Based on that,first of all,the thesis concluded that rights to know and rights of privacy were both legal rights in higher educational financial-aided management with basic principles of rights conflict theory.It analyzed that the conflict between two rights in the information disclosure of financial-aided university students has caused rights damaged and crimes.The thesis started from the detailed reasons that caused the conflict between rights to know and rights of privacy,and learned from some practice plans referred to university students' conflict between personal rights of privacy and rights to know in some districts.Based on those,the thesis concluded that the basic principle of right-hierarchy.Moreover,the main principle was appropriately limited principle that measured the proportion of rights to know with proportion principle.Based on those,the thesis concluded specific balance principles and approaches with the principles of rights balance.In addition,it defined relevant principals' rights and obligations in information disclosure and measures in the information disclosure of financial-aided university students.Therefore,financial-aided university students' rights of privacy can be protected by properly limiting relevant stakeholders' rights to know.
