Non-staff member is a compensation for local residents from local goverment.This flexible employment phenomenon has solved the problems encountered by local government in the process of reform.However,disorderly expansion and ineffective management have also brought many problems to the management of non-staff member,such as quota and scale,team and management main body,personnel quality and job requirements,salary incentive and so on.Facing these problems,the author analyzes the relationship between non-staff member and non-staffed environment from the angle of Person-Environment Fit,in order to guide the policy optimization of non-staff member.The purpose of this paper is the management non-staff member in district-level governments,and the field is district-level government.Because as the local-level government,district-level government has local financial resources as the basic guarantee for non-staff member.Compared with other departments,villages and towns,the types of non-staff are relatively complete,and can be more comprehensive study of the current management of non-staff status quo.The main research methods are historical literature survey,social status survey,non-structural interviews and theoretical modeling.In particular,through a three-month survey of social status,a systematic investigation was made based on competent departments of non-staff,the recruitment departments of non-staff,the employment departments of non-staff,and the scale and management measures of non-staff member in P District have been sorted out and summarized.Appling the theory modeling of Person-Environment Fit,this paper puts forward theoptimization path and specific operation measures.There are 8 matched patterns between the above two,but based on the similarity measurement,there are 4 effective matched patterns between non-staff member and non-staffed environment.Under 8 matched patterns,there are 3 optimization paths for non-staffed member,which are Similarity measurement judgment,quota scale limitation,lower level matched pattern to higher level matched pattern transition respectively.This paper consists of five parts.The first part is the introduction,which systematically expounds the research background,related theories and summaries,research methods and research significance.The introduction leads to the practical plight of the management of non-staff member from actual case,from specific case to the common phenomenon of the management of non-staff member,thus putting forward the theoretical and practical significance of this study.The second part is to explain related concepts and theories.This paper expounds the research significance of the limited scope of district-level government,and the definition of staff member,staff member's work and management of staff-member.Through comparative analysis,the definition of non-staff member is re-examined theoretically from the perspectives of "bureaucracy-contract system" and "bureaucratic division and hierarchical classification".It is clear that non-staff member refers to those who are financially supported by district and town levels,and the total amount of expenditure is determined by the number and salary of officials.It clarifies the three attributes of political nature,government empowerment and financial security of non-staff member,clarifies the extension and connotation of non-staff member,establishes a three-layer concentric circle boundary for government staff,and establishes staff member,non-staff member and assistant staff member.The third part is the investigation and analysis of the management practice of non-staff member in P District,and concludes the existing scale and measures.The fourth part is based on the current situation of the non-staffed managers in P District,and puts forward six problems,such as quota and scale,team and main body,personnel quality and job requirements,recruitment system and function,management incentive growth mechanism,overall integration and self-expansion,and introduces the P-E Fit theory to analyze the causes of the problems,and proposes eight different matched patterns and their basic manifestations,as well as explains the problems of non-staff member management that caused by lack of similarity measurement,D-A matched pattern and N-E matched pattern.The fifth part is the strategy optimization from the perspective of Person-Environment.According to the existing research results of Person-Environment theory,the matched pattern betweennon-staff member and non-staffed environment is established,and the theoretical path of improving the matching degree between non-staff member and non-staffed environment is put forward according to the model and theoretical analysis.To look for the accurate pressure point of public policy based on theory path and put forward the path of policy optimization at the most needed point.
