A Policy Process Model From The Perspective Of Public Conflict

In the modern society,the conflict happening in policy formulation and implementation has been normalized.Then,how to understand the relationship between these frequent conflicts and public policy? The existing research has not provided much insight for us to understand this relationship.In previous studies,the research on understanding the policy process from the perspective of public conflict is basically absent.Theoretically,the lack of conflict perspective in the policy process has prompted us to study the policy process from the perspective of public conflict.Practically,the frequent conflict in the development of domestic Network reservation car policy has prompted us to develop relevant theoretical models to respond to reality.In order to better explain and guide the policy process practice,this paper attempts to introduce the perspective of public conflict into the study of policy process.The conflict surrounding a policy is regarded as the starting point of the study of policy process and tries to analyze and reveal the relationship between conflict evolution and the development of policy process.This paper argues that the evolution of public conflict will lead to the reaction of political system,thus promoting the initiation,argumentation,formation and implementation of the policy.On the basis of reviewing the existing theory of policy process and the theory of conflict,this paper tries to initially construct the framework of the interaction between the evolution of public conflict and the development of policy process.This framework includes the key variables of conflict and policy process interaction,the conflict characteristics of different stages of policy process,the evolution of conflict and so on.Subsequently,with the guidance of the framework,the paper analyzes the case of china's Network reservation car policy,the case analysis indicating that the framework has certainly explanatory power.Finally,this paper explains the weakness of this study,and discuss the future research direction.
