The Study Of Policy Change In Policy Network Perspective

Public policy is a man-made tool to solve social public issues viacollective action. With the development of social practice, the publicproblems emerge in endlessly and keep continuous evolution; thus it isalways in a dynamic process. Under the various contradictions and fierceconflicts, Dam Nu is one of the most complex government’s decisionswhich involve different interests and policy actors; it has importantmeaning in Chinese public policy research. This thesis focuses on policychanges of Nu Campaign, trying to clarify complex policy network actorsand its policy change by the typology of policy network theory. Fromboth structural and dynamical views, the analysis aims at probing theirinteraction, centering on the network actors, resources exchange and netinteraction perspectives. By approaching the consultation, alliance, gameand cooperation relations among various complicated actors in policy process, as well as discussing the connection between policy network andpolicy change. I am trying to find out the explanatory and applicabilityfunction of policy network theory in Chinese policy change process. Thethesis will also try to build a policy change model in policy networkprospective. Then finally we can provide future policy image based onthe analysis.
