At this stage,China's economy has achieved leapfrog development,and social civilization has been constantly enriched and improved.Since the 18 th National Congress of the Communist Party of China,the needs of the masses have changed rapidly and become increasingly refined and diversified,which puts a new test on the government's management and service capabilities.In the current situation,we should optimize the governance structure of the government in time,carry out appropriate training,and change and improve the concept of Party and government cadres at the grass-roots level.Grassroots party and government cadres have been rooted in the front line for a long time,with a large number of personnel and complex tasks,covering all fields of grassroots,and directly participating in and connecting the demands of the masses.The work ability and moral concept of grass-roots party and government cadres directly determine the degree of implementation of government functions,and profoundly reveal the government's governance and service ability.Therefore,we must pay attention to the training of grass-roots party and government cadres,and combine with scientific and reasonable training programs to improve professional quality and service awareness,establish a solid moral concept,and implement it in the post to provide better services for the masses.This paper takes Z City as the research object and analyzes the training of Party and government cadres since the 18 th National Congress.First of all,the effectiveness of the existing training related research is applied to carry out systematic sorting and analysis;then,the actual situation of the training of Party and government cadres in Z city is briefly introduced,based on which the detailed rules of questionnaire are set up,and a wide range of questionnaire surveys are carried out;combined with a variety of mature theoretical tools,the effectiveness of the training of Party and government cadres in Z city is evaluated in detail,and the deficiencies in the training work are analyzed to explore Finally,combined with the above-mentioned key problems,put forward the corresponding solutions to ensure and improve the effectiveness of Z City party and government cadre training,and can provide some experience for similar areas.
