The training of military-transferred cadres was born along with my country’s military retirement resettlement system.my country’s military retired resettlement system and retired military training work have been born since the founding of the People’s Republic of China and have continued to this day.Under the background of national planning and resettlement,the placement of veterans and the training of veterans have gone through from the initial opinions and guidance to the current legal provisions,from the initial single work leading group to the current veterans affairs bureau led by the working group,and all departments work together.After completion,the decommissioning placement training has also undergone a transformation from political,single,short-term training to today’s knowledge-based,diverse,and long-term training.Among them,since 2007,through continuous exploration and development,various places have begun to try to use the educational resources of colleges and universities to complete special training for military-transferred cadres.Since 2017,Henan Province has also started the pilot and practical work of military-transferred cadres entering colleges and universities by drawing on and learning the practice of special training in various local colleges and universities,combined with the local reality,and the Henan training mode represented by the Z college training mode has begun.Active exploration.Because there are many similarities between corporate employee training and special training for military-transferred cadres,this paper constructs a strategy that is finally achieved through a multi-party game in an ideal state by transforming the enterprise human resources development training model and adapting it to the special training for military-transferred cadres.The ideal model of human resources development,and taking the fourth phase of the military-transferred cadre student group in Henan Province Z University as a sample,the elements and links of the special training situation of the military-transferred cadre in Z University obtained after the investigation are sorted and classified,and at the same time,it is consistent with the ideal state.Compare the special training models for military-transferred cadres.Through the comparison between the ideal state and the actual situation,find out the problems and deficiencies of each subject in the actual process,and try to put forward countermeasures and suggestions for optimization.By analyzing the participants,training links,and constituent elements in the special training for military-transferred cadres,combined with the survey of the students participating in the special training of Z University,and compared with the ideal model,the researchers found that there are early stages in the special training of Z University.Insufficient demand investigation,unclear rights and responsibilities in the special training process,infrequent multi-subject interaction,oversight and assessment,and poor implementation of the special training effect tracking and feedback system.The root cause is that each subject has insufficient understanding of the special training and the group of cadres transferred from the army,and regards the special training as a simple political task,which causes the problem of going through the motions.The low organizational and management ability is also the reason why special training resources are wasted,the effect is not good,and all parties are not satisfied with the current situation.Through the analysis of the status quo,problems and reasons,the author gives four suggestions for solving the problems,namely,raising awareness,improving the supply of special policies,strengthening collaboration and communication,and digital transformation of special training.
