In order to achieve the two historic goal of constantly improving the level of leadership and being in power and constantly strengthening the capability of repelling the corruption and guarding against various risks, the cadre education and training of our country connects closely the central task of our party in different historical period, launching the training of the cadre actively throughout years. And consequently it plays an important role in training the talent with leading ability of managing the party, running a country. Facing the complex changeable contemporary international situation, the cadre quality and the ability reveal are more important, training is the essential way to promote the quality and the ability, with the large cadre training coming, the question of cadre training humbly to come out. At present the biggest problem of our cadre training is the efficiency is not high, training had the low effect and the invalid situation, how to solve this difficult problem become the content which this article had to study.The full text altogether divides into three parts besides the introduction and the conclusion.The first part, had confessed the achievement which our country cadre training and the present situation, elaborated the question of our country cadre training, it displays the core question is the training low effect and no effect, investment is bigger than delivers. Mainly displays some leading cadre senate to teach the goal impure, training in order to promote the position, leisure vacation. Some training organization not intrinsic powers, in training management, the content, the ways also exist many problems.The second part, affects our country cadre training's valid reason and the barrier analysis. A lot of reasons influence the cadre training, One is training itself limitation, training is a short-term, only depends upon training can't solve the growth of the leading cadre. Two is the power which the leading cadre senate teaches insufficient, the school tradition is not positive, the study method utilizes is improper, the learning capability is poor, cause the training validity not to be high; Three is the personnel management system is imperfect, form has trained difficultly, training and the cadre used the aspect which came apart, dampened the senate lesson enthusiasm; The four, the training management is lax, assess floats to the form, the inspection management is loose; Five, training content obsolete backwardness, can't adapt the leading cadre's need, the content establishment lacks pointed and the systematic characteristic; Six, the training ways and means antiquated, the training way lacks point, "instills" the type training method to be unitary, lacks the innovation. Seven, the trains personnel quality not to be high, the superintendent lacks the advanced training management idea, trains the teacher to practice the ability to be bad. Through the profound analysis thing surface layer under essence, discovers the trouble with eating which the influence training validity' factors.The third part, the way for promote the cadre training. Through the barrier analysis of the cadre training, pointed the way and the method. One, through the promotion to the training understanding, the straight school tradition, the improvement method enhances the leading cadre's learning capability; Two, the perfect personnel management system, trains the question through the organizational reform solution which difficult and training and the assign comes apart; Three, strengthens the training management, the formulation discipline, strengthens the discipline management, serious inspection, advancement training work consummation; Four, the adjustment and the form training content, the content establishment must have pointed and the systematic characteristic; Five, the reform innovation training ways and means, causes the training ways and means diversification, the enhancement training interest; Six, strengthens to training, strengthens superintendent's training management idea, enhances trains the teacher the theory quality and the practice ability, through the effective way choice, achieves training effectiveness.
