Research On The Related Issues Of Government Function Transformation In The Construction Of Civilized Cities

At the beginning of the planning strategy of "civilized city" proposed in the macro field of our country,all regions of the country actively responded to the call of the central government,and civilized city construction activities were carried out in full swing,which made a strong push for the pace of socialist modernization construction in our country.Local governments at the grass-roots level belong to the basic unit of national administration,and they are also the key executive body of promoting the construction of civilized cities,so they play a very important role in the implementation of the construction of civilized cities.But it is not easy to build a civilized city.Although many local governments are striving for a civilized city and actively playing their own functions in the process of building it,there are still some problems,and the key problem lies in the inadequacy of the transformation of government functions.Therefore,how to analyze the transformation of government functions in the process of building a civilized city,so as to better play the role of government functions,which is a prominent problem focused by local governments at all levels.In this context,this paper,through extensive reference to the representative literature and theoretical works on modern urban public governance and civilization construction in the international theoretical field,under the guidance of representative theoretical ideas,conducts demonstration research on the civilized city construction in Wuhai City,and analyzes the function of local government in the development of civilized city construction.Through in-depth local information collection and investigation,this paper analyzes the actual performance and achievements of the government functions at this stage,and analyzes the problems existing in the transformation of the local government functions in the construction of a civilized city in Wuhai City.Through analysis,it is found that the transformation of the city's government functions focuses on "management",despises "facilitation";and "organ" 1 leads."Mass" subordination;emphasis on "dominance" and "recessiveness";emphasis on "form" and "content";emphasis on "shock" and "long-term";problems with "Commonness" as the main factor and "characteristics" as the secondary factor.The main reasons for these problems are that the function is slightly single and the service consciousness is not high;the participation of citizens is insufficient and the interaction between the government and the people is not strong;the governing concept isold Administrative thinking is backward;function oriented deviation,formalism is serious;management system is incomplete,long-term mechanism is lack;characteristics are not prominent enough,cultural innovation is insufficient.Finally,from the perspective of the transformation of government functions,this paper discusses how the local government can successfully transform from the past "management oriented government" to "service-oriented government",from "all-round government" to "limited government",and from "Object-Oriented" to "coordinated development".On this basis,it puts forward the organizational leadership mechanism,urban construction management mechanism,and road.The guarantee measures of moral practice mechanism,publicity and education mechanism,establishment of investment mechanism and responsibility supervision mechanism are expected to better promote the implementation of civilized city construction,realize the successful transformation of local government,build a service-oriented government,give full play to the public service function of the government and provide theoretical reference.
