Civilized Cities In The Optimization Of Government Functions

Urban construction and the people's basic necessities of life are closely related.Urban civilization as a comprehensive concept,which contains economic,cultural,political and other aspects.With the major changes in the global economic pattern and the continuous development of China's reform and opening up,the process of urbanization is developing rapidly.The establishment of civilized cities can well test whether a city has the capacity of urban management,comprehensive competitiveness and sustainable development potential.The urban government plays an extremely important role in this process.Every step of the process of building the urban civilization requires the effective and active participation of the government.In this paper,Luohe City,as a reference object,conducts an analysis and investigation of the problems and defects in the performance of the government,and then puts forward some effective strategies and measures for the optimization of government functions.The first chapter of this article is an introduction.The discussion focuses on the existing research results both at home and abroad and makes a comprehensive review on the basis of careful study.The second chapter mainly describes the specific functions of the government in the process of establishing civilized cities,and analyzes and verifies the standard dominating functions,capital investment and construction functions,the regulatory functions of the institutions and the supervision and guidance functions.The third chapter is an example analysis,which expounds the performance of government functions in the construction of civilized city in Luohe City.It introduces the fulfillment of the government functions in the construction of civilized city in Luohe City,and makes a profound introduction to the defects of government functions Explored and pointed out four problems exposed therein: heavy hardware and software and neglect of long-term problems;weakness in funding and construction technology;urgent need to strengthen team building and overall coordination;failure to ensure the rule of law safeguard and oversight mechanism.The fourth chapter puts forward corresponding countermeasures for the shortcomings of the government in the process of performance of duties.The countermeasures mainly include the following aspects: unifying the ideological understanding;rectifying the orientation;expanding the main body of investment;making the technical guidance clear;Strengthen the regulatory functions;establish local laws and regulations;improve public opinion supervision.Based on the current scientific research achievements,this paper uses the empirical analysis of the exposition method,objectively and systematically elaborated on how to optimize the government functions in the creation of civilization city in Luohe City,I hope this study can be related to other related Research provides some valuable references.I believe that with the joint efforts of relevant staff and academic researchers,achievements in building a civilized city in our country can attract the world's attention.
