Research On The Optimization Of Government Functions In The Construction Of National Civilized City In Sanmen County

With the deepening of urbanization process,the society has put forward higher requirements for the degree of civilization of the city.The civilization of a city is a comprehensive civilization,which includes social,economic,political,cultural,ecological and other contents.In recent years,in order to further accelerate the improvement of local urban civilization,all parts of the country actively carry out the work of building civilized cities,enhance the level of urban management through civilized construction,promote the cultivation of civilized quality of citizens,and ultimately enhance the comprehensive competitiveness of cities and stimulate the potential of sustainable development.National Civilized City,as the highest honorary title of the overall civilized level of domestic cities,is the most valuable city brand of a city,and its creation covers a wide range,which puts forward higher requirements for the management and decision-making level of local governments.As the leader of the national civilized city,the local government needs to give full play to its social management and public service functions,and at the same time,through continuous optimization,to form an effective driving force to promote the improvement of civilized quality of citizens and the improvement of urban appearance,so as to realize the promotion of urban civilization and become a strong driving force for the sustainable development of cities.On the basis of consulting a large number of relevant research literature at home and abroad,this paper uses urban governance theory and public choice theory to study the process of building national civilized city in Sanmen County.Through field visits and surveys to understand the government functions in the process of building a civilized city in Sanmen County,and combined with the positioning of government functions in the process of building a civilized city and the questionnaire survey of the satisfaction of the people who perform their duties,this paper analyzes the problems existing in the government functions in Sanmen County’s civilized building process.Then for the existing problems in-depth analysis,summed up these problems are due to the Sanmen County Government in the creation process to focus on hardware,ignoring software;Pay attention to management,neglect dredging;Pay attention to cadres and neglect the masses;Pay attention to the standard,ignore the characteristic;Focus on assault,neglect of long-term and other five reasons.Finally,drawing on the advanced practices and experiences of Xiamen and Guangzhou.From the perspective of optimizing government functions,this paper puts forward that we should take into account both soft and hard construction to enhance the coordination of building civilized cities;Promoting public services and strengthening the people’s character of building civilized cities;Strengthen the connection between the government and the people,and stimulate the universal nature of building a civilized city;Integrating local culture and creating the characteristics of civilized city;Perfecting the supervision mechanism and realizing the normalization of the construction of civilized cities.In order to hope to give Sanmen County and other similar county-level city to create a theoretical reference for the optimization of government functions,to better improve the level of creation.
