Since the reform and opening up in the 1990 s,in our country,the economic and social development has been unprecedented,at the same time,the crime rate is also growing rapidly.By sorting out the annual work reports of the Supreme People's Procuratorate and the Supreme People's Court over the years,it is found that almost all types of crimes have experienced a rapid growth process.Among them,the rapid growth of juvenile delinquency has made it a new social problem in China.Judging from the situation of juvenile delinquency in China,juvenile delinquency has been increasing from 1997 to 2008,and the number of juvenile delinquency has been declining since 2009.In 1997 and 2002,the number of juvenile delinquents aged between 18 and 25 years declined dramatically.This may be due to the fact that the two "strikehard" operations carried out by the Ministry of Public Security in 1996 and 2001 have deterred juvenile delinquency to a certain extent,while the number of juvenile delinquents under 18 years of age has not been affected by the two "strike-hard" operations carried out by the Ministry of Public Security.In 2010,the number of juvenile delinquents was not significantly affected in both age groups.Does this trend indicate the scientificity and effectiveness of our current criminal punishment policy and judicial expenditure?In my opinion,there are two reasons that need further study: one is that the population structure of our country is changing constantly;the other is that in the Decision of the Central Committee of the Communist Party of China on Several Major Issues of Constructing a Socialist Harmonious Society issued in October 2006,the criminal policy of "striking severely" should be adjusted to the criminal policy of "combining leniency with severity".Therefore,what factors affect the number of juvenile delinquency in China and how to improve the effectiveness of juvenile delinquency governance in China still need further study.The content of the article is arranged as follows: Chapter 1 explains the research background of juvenile delinquency in our country,and puts forward the main research issues of this paper.Secondly,points out the theoretical and practical significance of the study of juvenile delinquency in our country.Finally,explains the research objectives,research content and technical roadmap of this paper.Chapter 2 is a literature review at home and abroad.Firstly,domestic and foreign literatures on related topics are retrieved in CNKI and Web of Science databases,and the general situation of domestic and foreign literatures is analyzed by CiteSpace 5.2 software.Secondly,the origin,development and current situation of relevant literatures at home and abroad are sorted out,and the shortcomings of existing literatures are pointed out.Chapter 3 introduces the theory of juvenile delinquency in detail,and analyses the mechanism of external factors influencing juvenile delinquency on the basis of existing theory.Secondly,it constructs the theoretical model of juvenile delinquency in China on the basis of theory and mechanism.Chapter 4 builds a VAR model of multiple time series on the basis of theoretical model,and carries out empirical analysis and test on the factors affecting juvenile delinquency in China.Chapter 5 explains the research conclusion.The results show that the severity of punishment crime has deterrent effect on juvenile delinquency in a certain period of time.The deterministic policy of punishment crime has no significant impact on juvenile delinquency.The increase of high school enrollment rate in a short period of time will help to reduce juvenile delinquency.The proportion of population in adolescence has no significant impact on juvenile delinquency,and the increase of judicial investment has no The rate of juvenile delinquency had no significant impact.Finally,put forward the corresponding policy recommendations which according to the conclusions of the study.
