Research On Governing The Illegal Constructions In Hexi District,Tianjin Under The Reformation Of Comprehensive Administrative Law Enforcement System In Urban Area And Rural Area

The illegal constructions in urban area and rural area can be seen everywhere and everytime.They are not only wasting the land and space resources but also breaking the good image of the urban city.The illegal constuctions may destoy the fortune of people and society.Hexi district in Tianjin,the center of the administrative and cultural hub of the city,is the one of the urban area of Tianjin.There is a standing telephone hotline called 8890 which citizen can ask for help about the daily life by calling this number.Through the collecting the quirements,it can be found most of the demands are about tearing down the illegal constructions around their home.Governing the illegal constructions has been listed in government key point work stratification plane of Tianjin for many years.To adapt to the new quests of people,it is time for improving the comprehensive administrative law enforcement system in urban area and rural area.On september 18 th 2014,Tianjin People's Government publised ‘ Issue of Temporary Schemes of comprehensive administrative law enforcement in tianjin's urban area'represented the beginning of development of comprehensive administrative law enforcement system and also pointed out the management of illegal constructions has been fundamentally changed.This article will use literature research,data analysis method,case analysis method and other methods,apply some theory such as New Public Management Theory and Theory of collaborative governance to focus on how to reduce the amount of illegal constructions even clean up all the urban illegal constructions in Tianjin uder the background of the reformation of comprehensive administrative law enforcement system in urban area and rural area.Throuhgt the process of researching,the reasons why the illegal constructions turning up will be showed up.This artical will demonstrate some effective ways to govern the illegal constructions in Hexi district of Tianjin and aslo supply some new policy frame of city management for the government.This article is divided by six parts.At first,it will introduce the importance and the background of supervising the illegal constructions in urban area.Secondly,some core concepts like ‘Illegal Constructions',‘City Management'will be interpreted and their theoretical basis will be shown up too.Thirdly,the reformation of comprehensive administrative law enforcement system in urban area and rural area inTianjin will tidied especially the part of supervising the illegal constructions.Fourthly,taking Hexi dictrict as a example to explain how the reformation of comprehensive administrative law enforcement system change the reality in supervising the illegal constructions.At last,some good pathes of preventing illegal constructions abroad an domestic will be listed to be served as indispensable references for Tianjin Government and other local government in the future.
