Research On Cross Reporting Petition From The Perspective Of Administrative Communication-Report With OEM Letter And Visit As A Case

Letter and visit report as an important tool and means for the masses to supervise Party members and leading cadres and administrative organs at all levels,the essence is the process of communication between the people and the government,in the long practice of our country,the work of reporting is playing a proper role in supervising the functions of the government,strengthen the construction of the party's style and the clean government,it has played an active role in maintaining social stability.Since the eighteen major,with the deepening of Party style and clean government and anti-corruption work,new problems and new problems have emerged in China's letters and visits report: strengthening the consciousness of the people's rights and the awareness of the legal system,the loss of ideals and beliefs of some party members' leading cadres,basic discipline inspection and supervision power is weak,the results of report can not reach the expectations of informants.The emergence of these problems has led to the rising total number of letters and calls,in particular,there is a big rise in the number of cross-level letters and visits,it has seriously affected the normal order of report,it has hindered the development of discipline inspection and supervision organs at higher levels.Taking TZ city as an example,this paper studies the problem of OEM reporting from the perspective of administrative communication.It adopts many methods,such as investigation,literature research and comparative analysis.It details the current situation and dilemma of communication and disposal of OEM reporting from two aspects: the communication between the people and government departments and the communication between discipline inspection and supervision organs at all levels.This paper elaborates on the causes of communication barriers in detail.Finally,from the perspective of improving the level of communication and disposal of OEM reports,the paper puts forward countermeasures and suggestions:(1)improving effective communication mechanism between superiors and subordinates;(2)establishing a wide range of parallel communication mechanism;(3)coordinating communication of initial letters and visits;(4)strengthening communication and communication in important sensitive periods;(5)creating a communication environment to actively punish minor corruption;(6)improving grass-roots government.The administrative communication ability of the government and the discipline inspection and supervision organs.Finally,through the strengthening of communication,we should further improve the reporting system of letters and visits,enhance the scientific level of reporting work,give full play to the functions of reporting system of letters and visits,promote the resolution of the problems of letters and visits,safeguard the legitimate rights and interests of the masses,guide the masses to express their will and demands rationally and orderly,and truly play the leading role of reporting and disciplining supervision of letters and visits.
