A Study On The Transformation Of Government Functions In The Reform Of Mixed Ownership Of Local State-Owned Enterprises

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China(CPC)put forward the reform of state-owned enterprises' mixed ownership reform in the state-owned enterprises,thus opening up the pace of the reform of state-owned enterprises in the new period,which is also an important part of our country's exploration of the future development of state-owned enterprises,and the operation of state-owned enterprises.The influence of development is great,and it is of positive significance to probe into the course of the reform.With the reform of the mixed ownership and the deepening of the reform,a variety of ways of reform are emerging across the country.For the state-owned enterprises of the industry investment fund class,it not only discusses the investment from the height of the strategy,but also has strong influence and integration on the investment market It is of great significance to carry out positive reform and to enter the global market competition for such enterprises.This paper takes Zhujiang Xijiang Industrial Investment Fund Management Co.,Ltd.(referred to as Pearl River Xijiang Fund Co.,Ltd.)as the research object,through looking up a large number of literature to understand the theoretical basis related to the "mixed reform" of government functions and state-owned enterprises,analyzes the current research status of domestic and foreign scholars on the transformation of government functions,and uses empirical analysis to exercise the main functions of the current domestic government.This paper studies the scheme of enterprise "mixed reform" and the contradiction between government function and enterprise development,and finds that there are some problems in the process of "mixed reform" of government function in Zhujiang Xijiang Fund Company,such as asset pricing,corporate debt,employee identity transformation and social function divestiture.This paper analyzes the concrete measures and implementation results of the current government function in the development and transformation,finds out the places worth drawing lessons from and avoids,and draws the conclusion that the government needs to strengthen the innovation in the functional transformation,start from the conceptual planning of the reform,change the behavior measures,give full play to the government function,and complete the function transformation from the angle of role orientation,supervision,control and management.We should improve the external environment and internal conditions of the "mixed reform" of state-owned enterprises,realize the separation of government and enterprises,create a good foundation for the reform of state-owned enterprises,and bring state-owned enterprises to a better direction.
