State-owned economy is the lifeblood of China’s economy, it is also an important factor to measure national economic development. The fact that State-owned enterprises are inefficient sounds the alarm. Since SOEs reforming over the last 30 years, China government has transformed from economy construction to economy adjustment and from market-focused to public service-focused. However, during the rapid growth of state-owned enterprises developing, there are many problems intensified. It is gold age of development of Chinese economy, but state-owned enterprises meet bottleneck. Only hold the characteristics of economy development and adjust the role and transform the function of government, can we push forward economic development.This article use politics, economics, the theory of public management and sociology knowledge to research government function changing. Started from four government functions, It is clear that the aim of government in the phase of state own Mixed sector of the state-owned enterprises. This article analyze not only state-owned enterprises historical process in three decades years but also characteristics and main points of government function changing in every phase. It breaks unique research vision and begin with Stakeholder Theory and principal-agent theory to state-owned enterprises mixed ownership revolution provide favorable environment and social environment. It come up with requirement to adjust government reforms of administrative system according to characteristics of the mixed ownership reform of state-owned enterprises. Combined with the transformation of economic development experience of foreign countries, from the government role, government supervision,government regulation and government management put forward goals and methods of transformation of government functions, The First is scientific orientation, the government role will change from the "leader" to "service", get rid of Official Standard; The Second is Capital Operation, government regulation from "direct" to "indirect", the government will operate state-owned assets entrusted to the SASAC,It‘s not responsible for direct control of the capital; The Third is layout adjustment,adjust government regulation from "micro" to "macro"; The Fourth step is the top-level design, the government role transfer "the stage" to " the scenes", as the regulator of the market economy, the government should service for enterprise. This article researched state-owned enterprises mixed ownership revolution forcegovernment function changing. Analyzing relationship and responsibilities between all roles in management of state-owned property from principal-agent theory. This article follows contemporary economic development and provides my personal suggestions and future developing expectation.
