Research On The Optimization Of Government Functions Of Zhanjiang City In State-owned Enterprises Under The Mixed-ownership Reform

In the past 43 years of reform and opening-up,state-owned enterprises(SOEs)have made some achievements in their optimization and reform,which is inseparable from the guidance and support of relevant government departments.In a manner of speaking,the government has played an important role in this process.Of course,the effectiveness of different levels of governments should be diverse.The Central SOEs tend to have large scale,excellent assets and strong competitiveness,while enterprises under the jurisdiction of local governments may be just the opposite.So the situation of mixed-ownership reform is also different,and the function orientation of the governments will also be varying.In particular,under the mixed-ownership reform of SOEs,how to optimize the functions of local governments in order to better guide the high-quality development of SOEs is a topic worthy of attention.Therefore,this paper takes the Zhanjiang City as the research object,under the background of mixed-ownership reform of SOEs,based on the theoretical basis of principal-agent theory and government regulation theory,using literature research,investigation analysis and other research methods,and sums up the existing problems and causes of the current government functions in promoting the mixed-ownership reform of SOEs in Zhanjiang.It is concluded that the Zhanjiang government should continuously optimize its functions according to the needs of mixed-ownership reform,further improve the level of the service functions,guide enterprises to solve some current problems,such as the defective corporate governance structure,an administrative management model in enterprises,and poor employment and salary incentive mechanism,by taking the opportunity of the reform.The Zhanjiang government should optimize its functions from four mainly aspects as follow.First,further strengthening the separation of government functions from enterprises,helping the enterprises get rid of an administrative management model,and fully playing the role of the state-owned capital investment company and operation company.Second,enhancing the service function of government and using internet technologies to promote its service capacity.Also the government should bring back the social service functions from the mixed-ownership enterprises in order to improve the quality of mixed-ownership reform in SOEs and the business environment.Third,optimizing the supervision function of state-owned assets,changing the way of supervision,guiding the mixed-ownership enterprises to improve their corporate governance structures,and strengthening the leadership of the Party in enterprises.Fourth,strengthening the function of government regulation,improving local industrial structures,optimizing state-owned capital and expanding the scope of the mixed-ownership reform.At last,this paper provides some valuable references for the Zhanjiang government to realize function optimization and transformation,also provides a reference for other cities under similar situation.
