As an important administrative law enforcement department in our country,the tax department is responsible for organizing the national tax revenue according to law implementing the national tax policy effectively and building a good business environ ment.As a front-line Department of tax collection,the quality and efficiency of the work of grassroots tax departments not only affects the state's tax revenue,but also affects whether the state's tax policies can be implemented without compromise.In the new era,the civil servants of the tax departments at the grassroots level are facing new challenges and requirements.They should not only master all kinds of tax policie s comprehensively,but also have the professional knowledge of law,accounting and computer related to tax,which puts forward new requirements for the civil servants of the tax departments and new examination questions for the managers of the tax depart ments,especially the leaders of the tax departments at the grassroots level We should attach importance to the construction of civil servants,use the modern public manage ment concept,fully activate the power of the current team,and gather a strong force for the grassroots tax undertakings.Through four methods of literature research,comparative research,questionnaire and interview,this paper starts with the current situation of the civil service of Hekou Taxation Bureau,refines the methods and effects of the construction of the civil servic e,finds out the problems and deeply analyzes the reasons for the problems.Based on the experience of the civil service construction of the tax departments in the develope d areas in China,this paper puts forward some feasible suggestions for the civil servic e construction of Hekou Taxation Bureau.From the perspective of research,although the construction of the civil service team of Hekou Taxation Bureau has achieved certain results,there are still three major problems: inaccurate grasp of the overall situation of the civil service team,rigid ma nagement mode of the civil service team,and insufficient joint efforts of the development and stability measures of the civil service team.In detail,there are unreasonable allocation of the civil service team,unsystematic education and training system,and performance appraisal.The mechanism is not standardized and the channels of person nel selection and promotion are not smooth.In view of these problems,this paper putsforward three suggestions: firstly,to grasp the overall situation of the civil servi ce team accurately: to reasonably set up department posts and comprehensively impro ve the professional quality and ability of the civil service team;secondly,to change the management mode and improve the scientific management level of the civil service team:to construct a reasonable personnel allocation mechanism,a scientific training and development mechanism and a perfect performancetest.The third is to highlight the role of culture and security to enhance the stability of thecivil service team: constructing Hekou Taxation culture,making career development plans,and strengthening humanistic care.
