As the main financial source of local government, the tax authority plays an important role in local economic development. This study suggest civil servants of tax authorities have many problems, they satisfied with the existing state and made no attempt to make progresses, the reason is that the incentive mechanism is not reasonable or perfect, which lead responsibility of civil servants of tax authorities gradually decreases, resulted in the phenomenon of working to rule, affected the pace of local economic development. To establish a scientific and reasonable incentive mechanism can fully mobilize enthusiasm, initiative and creativity of junior staff, improve their working efficiency.China has a lot of civil servants, they supply services to people, at the same time they also need incentive mechanism to improve working efficiency, we studied incentive mechanism of tax authorities of A county, read many published papers and studied many cases, analyzed the current state of incentive mechanism, proposed solutions to problems, verified the feasibility of the stimulation methods, increased the incentive ways and methods, expanded the incentive mechanism and system.This study not only enriches theories of incentive mechanism, but also provided references to the research of incentive mechanism for the other civil servants, the incentive mechanism can improve the enthusiasm of civil servants, promote the change of government functions and reduce corruption. |
