As an important source of financial revenue for Yunnan provincial government,local tax plays an irreplaceable role in economic,political and social equity and stability of Yunnan Province,and is also one of the important levers to regulate economic development.Promoting tax modernization and tax reform is not only the system guarantee to realize the goal of "the first 100 years",but also the key content of comprehensively deepening the reform.With the reform of "replacing business tax with value-added tax","releasing management and service" and "reform of tax authorities",on the one hand,with the development of economy,the progress of science and technology,and the continuous progress of tax collection and management means,the requirements of tax cadres are constantly improved;on the other hand,with the development of society,the demand of tax department has become more diversified,and the matching between demand and supply directly determines the work The degree of completion and human motivation.This makes the original incentive mechanism of tax authorities can not meet the existing needs,and needs to be developed and improved.This study mainly uses the methods of literature research,theory with practice,qualitative analysis and quantitative analysis,questionnaire and other methods to study the incentive mechanism of grass-roots civil servants in Z district tax bureau of Kunming city.First of all,from the tax authorities civil servants incentive mechanism of laws and regulations,implementation significance and other background.Secondly,questionnaire survey and individual interview are used to investigate the incentive status and future expectation of civil servants,and the main reasons affecting the incentive mechanism of grass-roots civil servants are summarized,including specific salary incentive,post promotion incentive,combination factors,understanding factors and defense factors.Finally,according to the actual situation of the grass-roots tax bureau,this paper puts forward the countermeasures to optimize and improve the incentive mechanism of grass-roots civil servants.
