The exertion of government power and expenditure responsibility is an important aspect to reflect the function of government.At present,our country has established a multi-level system of division of government power and expenditure responsibility,and there are some differences in the power of government at all levels.Therefore,the specific expenditure responsibility also has the very big difference.The division of expenditure responsibility is an important basis for the supply of government public goods and services.However,from the point of view of practice,due to the existence of game behavior between the governments at all levels,it leads to the mismatch between the administrative power and the expenditure responsibility of the governments at all levels.And that's right.The exertion of government function has a great influence,so it is of great significance to analyze the division of government power and expenditure responsibility at all levels.Based on this,this paper takes the division of government power and expenditure responsibility at all levels of Yunnan Province as the research object,and then analyzes the existing problems and countermeasures.At first,the paper defines the related concepts such as the right of affairs and the responsibility of expenditure in detail,at the same time,the relevant theories involved in the process of dividing the right of affairs and the responsibility of expenditure are sorted out.Then,on the basis of the analysis of the status quo of the division of governmental authority and expenditure responsibility among the three levels of government in Yunnan Province and cities and counties,the education,medical and health care of different counties and cities in the province are analyzed.As well as transportation and other important departments at all levels of intergovernmental authority and expenditure responsibility division and effectiveness of in-depth analysis.Then select the typical counties and cities in the province as a case,in-depth analysis of the existing problems and causes of the division of power and expenditure responsibility among the governments at all levels in Yunnan Province.Finally,on the basis of the theoretical and practical analysis above,some practical policy suggestions are put forward to optimize the division of governmental authority and expenditure responsibility at all levels in Yunnan Province.From the final research results,Yunnan governments at all levels in the divisionof power and expenditure responsibility has achieved some results,but there are also a lot of deficiencies.Specifically,the division of government authority is not clear,the division of expenditure responsibility is moving down obviously,the system has defects,and the system of transfer payment is not perfect.Because of the existence of these problems,the grass-roots government in Yunnan province has taken on the heavy responsibility of expenditure and affected the exertion of government function.Therefore,in order to solve the existing problems,we must base on the principle of legal authority,the principle of matching financial power,the principle of scope of benefit,and the principle of division of work and cooperation,so as to further clarify the principle.In order to construct the system of administrative power and expenditure responsibility,it is necessary to divide the responsibility of expenditure,perfect the legal system of the division of power and responsibility of expenditure,and perfect the system of transfer payment.In order to achieve the effective play of government functions.
