Study On The County Government's Routine Power And Expenditure Responsibility Of Basic Public Education Service

Basic public education service is one of the most fundamental parts of basic public services which guarantees the normal operation of national economy and satisfies the people's basic living needs at the lowest level of Chinese education system,it has significant value for healthy development of economical society and enhancement of national quality.In our present national conditions,the governments at central,provincial and county level undertake the major routine powers and expenditure responsibilities in basic public education services,though the reform of Tax Distribution System in 1994 did not make clear provisions on the financial relationship between governments below the provincial level,dividing methods of routine powers and expenditure responsibilities and transfer payment issues between local governments are still problems to be solved.As a result,up shifting of financial resources focus and moving down of administrative authority focus has led to local governments' financial di:fficulties and objectively influences the effective supply of basic public education service.Therefore it is necessary to analyze the issues existing in the basic public education service and expenditure responsibility on the county government level in order to propose a corresponding optimization strategy.Documentary research and case study methodology are mainly used in this paper which elaborates related concepts of basic public education service,routine power,expenditure responsibility and theories of public goods and fiscal decentralization.The analysis and research on current situation,present issues and possible countermeasures of county governments' basic public education service routine powers and expenditure responsibilities were also conducted by taking County "H" as an example.This paper is divided into six parts:the first part makes a brief introduction on the research background,significance,domestic and foreign study status and methodology;the following chapters in the second part describe theoretical basis and elaborate relative concepts and tools mainly;part three reviews the history of our country's educational routine powers and expenditure responsibilities at county level since the establishment of PRC;the fourth part takes County "H" as an example,elaborates the status quo and problems of county governments' routine powers and expenditure responsibilities;part five proposes some specific optimization measures for problems mentioned previously;the final part summarizes the main contents of this paper and puts forward some prospective suggestions.The innovation of this paper lies in two aspects.The first is the innovation of study perspectives.Current studies on basic public education service routine powers and expenditure responsibilities are normally from central-local or provincial government angle.This paper takes County "H" as an example,using case study methodology to analyze the status quo and problems of county governments' routine powers and expenditure responsibilities,then put forward some optimization suggestions and supporting measures.The second is the innovation of study contents.Current studies on basic public education services,government routine powers and expenditure responsibilities are numerous,while few of them have made connections among them.That brings value to the research on the relationship between governments' routine powers and expenditure responsibilities related to basic public education services.This paper therefore has some certain innovative elements.
