Research On The Influencing Factors Of The Intelligent Capability Of Government Services Based On The TOE Framework

The rapid development of emerging information technologies is continuously promoting the innovation of government-governing mode and the transformation of public services.With the concept of "intelligence",the government has also conformed this trend to develop and expand themselves on the basis of the traditional e-government,they decide to integrate " intelligent " technology into specific e-government services and applications.However,the " intelligent " government services have been pushed to an unprecedented height which has gradually become a new trend and a new direction in the development of Chinese government services in recent years.At present,Chinese local government is actively exploring and trying to upgrade the intelligence of their government services.Although some results have been achieved,it still lags far behind the commercial application and has a low overall development level,which is still the key to restrict the further improvement of government service quality and efficiency.Therefore,the only way to improve the quality and efficiency of government service is to explore how to strengthen the construction of government service intelligence and capacity.This paper focuses on the influencing factors of the government service intelligence,verifies the effectiveness of Internet government service intelligence with empirical data,and digs deep into the empirical results to provide countermeasures and suggestions for further promoting the intelligence of government services.To be specific,this paper first clarifies the background,connotation and characteristics of the government services intelligent capability and clarifies the research object by combing the relevant domestic and foreign research literature.Secondly,based on the TOE theoretical model and combining the resource-based theories and organizational system theories,this paper constructs an analysis model of the factors which influencing the intelligence capacity of government services from three dimensions of technology,organization and environment,and then proposes corresponding research hypotheses.Thirdly,using surveys and statistical data from more than 300 prefecture-level administrative regions across the country as the data basis.And descriptive statistical analysis,correlation analysis among variables and OLS regression analysis were conducted on the sample data with SPSS software,so as to verify the research model and hypothesis.However,the research results show that the construction of government service intelligence capacity in prefecture-level administrative regions mainly depends on the combined effects of technical factors,organizational factors,and environmental factors.Specifically,technical level of egovernment platform technology management ability,organizational level of investment in science and technology,environmental aspects of the public demand,the higher the pressure,and self-requirements are the main factors of development of local government services intelligence ability,and the eastern,central and western regions have certain differences in the influence factors around the whole country.Finally,combined with the five influential factors that have been excavated and the results of regional analysis differences,suggestions are put forward to on how to better promote the improvement of the intelligence and capability of local government services.
