Research On The Development And Countermeasures Of Local Elderly Care Services From The Perspective Of Government Purchasing Services

With the continuous deepening of the population aging in our country,many social problems arising from aging have become increasingly apparent.The issue of providing for the aged for the elderly has gradually become a major challenge facing all levels of government,especially the grassroots governments.In recent years,the city government in response to this problem through constant practice,explored the government purchase pension service this new social pension model to solve the problem of pension,but also initially achieved good results.The purchase of public services by the government is an important part of this government's policy of "simplifying administration and decentralization,combining administration with discharge and optimizing services".From the perspective of reform and implementation,it is conducive to mobilizing the enthusiasm of all parties in a broad range of ways,satisfying diversified service needs and enhancing public service The efficiency and level of development are significant measures to improve the quality and supply of public services.However,in Shangcheng District of Hangzhou,the government has not yet mature enough to purchase home-based pension services as a nascent thing in the near future.For example,the service standards are not uniform,the quality is not high,and insufficient funds are invested.These problems need to be explored in the continuous practice of the corresponding countermeasures to be perfected.Based on the case study of Shangcheng District in Hangzhou,this paper studies the purchase process,the purchase effect and the corresponding problems,and takes the method of satisfaction survey and interview with the elderly in the area to find out the current pension Service,conducted a certain analysis of the government purchase of pension services.I hope I can use this study to explore ways to enhance the role of government procurement services and make the government more efficient in purchasing behavior.I also hope that under the premise of making full use of the present resources,the elderly will be able to fully enjoy the convenience brought by the old-age care services and have a happy old age.
