| Corruption is a global governance problem,which not only brings many officials into the abyss,but also brings a lot of problems to a country and society.Therefore,strengthening the construction of clean government has become an important issue concerned by all governments.From the central Soviet areas period to the new age Chinese characteristic socialist construction period,Mao Zedong, Deng Xiaoping,Jiang Zemin and Hu Jintao and Xi Jinping,several generations of leaders constantly stressed the cultivation of clean government for the importance of the construction of the party and state power,points out that the anti-corruption work is the cause of the communist party of China can be the key factors for success.On November 7,1931,the party established the provisional central government of the Soviet Republic of China in ruijin,jiangxi province,and began the initial attempt of "partial governance".During this period,the party and the government,on the one hand,were influenced by various non-proletarian ideologies within,on the other hand,they had to deal with the "encirclement and suppression" and economic blockade of the national army.In order to cope with this grim situation,the party and the government have made brave explorations in the construction of clean government and promulgated a series of measures of clean government,which still have important enlightenment and reference significance for the construction of clean government of the party and the country.Through a comprehensive review of the historical background and process of the party’s clean government construction in the central Soviet area,this paper analyzes the historical necessity and inevitability of the party’s clean government construction from both internal and external dimensions,namely the external response to the military "encirtion-suppression" of the kuomintang army,and internal adaptation to the internal requirements of the new regime’s own purification in the central Soviet area.Central Soviet area to build aclean government mainly includes sound fiscal system,establish a supervision and procuratorial system,education,and promote corrosion protection law,from the unique perspective of the central Soviet area to perfect the financial system,the analysis of the party in the central Soviet area to create and develop in the process of anti-corruption measures as well as the cultivation of clean government bring results,summarize its historical experience,explore its contemporary value and enlightenment.Through this kind of panoramic research,the valuable experience summarized in the construction of clean government in the central Soviet area should be highly valued,which can provide useful reference for the fight against corruption in the new era. |
