Research Of Government Supervision On PPP Projects

PPP(Public Private Partnership)is an innovative mode of public supply,which has developed vigorously around the world for more than 30 years.After the policy of reformation and opening,China gradually began to use social capital to provide public infrastructure services.The application of PPP mode can alleviate local financial difficulties and improve the operation efficiency and quality of public facilities projects,also meet the requirements of supply-side reform and cooperative governance spirit in China's new era.The sewage treatment industry,which belongs to the municipal public industry,is a booming industry in recent years.Strongly supported by the national policies,sewage treatment industry has great prospects and is an important field in the application of PPP mode in China.However,the development of PPP mode in China is still in the initial stage.Compared to foreign developed states,both the experience and study on PPP mode in China are not very abundant and deep.The signing rate of new projects is low and many projects were suspended during the process of operation,due to the failure of market mechanism and imperfect government supervision.In order to ensure the efficiency of the public infrastructure project and public interest,effective government supervision is needed.Based on the government perspective,this paper adopts literature research method,case study method,normative research method and comparative research method to study the PPP mode in China.This paper focuses on the government supervision on the application of PPP mode.Combining with the sewage treatment industry and exploring the regulatory experience of developed states,this paper identifies the role of the government and the risks of the sewage treatment PPP project,and discusses the logical thought of the settlement.Through a large amount of literature,this paper summarizes and analyzes the studies on government supervision for public infrastructure.Firstly,it summarizes the concept and theory of PPP model and then points out the necessity of effective government supervision.Secondly,this paper makes a summary of the development of PPP mode of sewage treatment industry and summarizes the current situation and shortcomings of government supervision,and explores the causes of deficiency of supervision,through the prospective of system,experience and consciousness.In addition,by reading domestic and foreign literatures,this paper sorts out the different regulatory modes of developed states in Europe and America,then focuses on the supervision of the water supply PPP project and learn their experiences.Moreover,combined with the typical failure cases of sewage treatment industry in our states,this paper repositions the role of our government in the PPP projects,clear goals and principles of government supervision and identify the main risk of PPP projects in China,mainly including the risks of finance,market,technology,management,politics,law,society,default and unavailability.Government should control the possibility of these risks.Finally,this paper puts forward some thoughts and suggestions on improving the government supervision on PPP project of sewage treatment from the perspective of the construction of external environment,the optimization of internal supervision authority and the diversification of the supervision...
