Study On The Countermeasures Of Yunnan Local Government To Optimize The Employment And Entrepreneurship Service Of Retired Soldiers

The army is an important cornerstone to ensure national security and social stability.At present,hundreds of thousands of Chinese soldiers are discharged from active service every year.In recent years,Yunnan Province has actively carried out employment and entrepreneurship services for retired soldiers,and made some achievements.However,due to the low cultural level,single skills and weak social adaptability of retired soldiers,they are often at a disadvantage in the market competition,which makes the way of employment and Entrepreneurship of retired soldiers difficult.Therefore,it is urgent to analyze and study the problems existing in the employment and entrepreneurship service of retired soldiers of local governments in Yunnan Province.From the perspective of public management,based on the theory of service oriented government,the theory of employability and the theory of public products,this paper studies the role of the government as the main body in the whole employment and entrepreneurship services and the problems existing in the government services through literature,questionnaire and interview.The results show that the main factors that affect the employment of retired soldiers are lack of professional skills,low education and lack of work experience,while the main factors that affect their entrepreneurship are lack of their own ability,financial pressure and lack of social resources.Based on the analysis of the current situation,the paper points out that there are three main problems in the employment and entrepreneurship service of retired soldiers of Yunnan local government.The main reasons for the above problems include: the local government and the relevant functional departments do not have a good understanding of the ideology;the government departments have not strong ability to implement the relevant policies,lack of assessment mechanism;the government departments have not completed the role transformation in the concept,lack of service awareness;the retired soldiers lack of endogenous motivation for entrepreneurship.In view of the problems existing in the employment and entrepreneurship service of retired soldiers of Yunnan local government,the following measures are proposed: Firstly,improving the quality of employment and entrepreneurship training,innovating the content and methods of training,and improving the personal quality of employment and Entrepreneurship of retired soldiers;Secondly,increasing the publicity of employment and Entrepreneurship of retired soldiers,and creating a good environment for their entrepreneurship,strengthening the assessment and supervision of employment and entrepreneurship services,establishing accurate assistance for employment and Entrepreneurship Based on blockchain technology,and improving the implementation of assistance policies and funds through system and technology double guarantee;Thirdly,improving the local government service system and system,and the relevant laws,policies and service system of employment and Entrepreneurship services for retired soldiers;Fourthly,innovating the mechanism and strengthening the coordination and cooperation of local relevant functional departments,establish a new service mechanism of "clear rights and responsibilities" among the government,society and retired soldiers,clarifying the main responsibilities of retired soldiers,and stimulating their internal motivation.This paper puts forward many strategies to optimize the government service,and based on the research perspective of "retired soldiers",puts forward scientific suggestions to stimulate the internal motivation of retired soldiers and avoid the "nanny" and "over fire" of government service.The conclusion is helpful to enrich and perfect the theoretical research of employment and entrepreneurship service of local government of retired soldiers,and also can provide decision making reference for employment and entrepreneurship service of local government of Yunnan Province.
