Since the implementation of "Retirement Soldier Placement Ordinance",the vast majority of retired soldiers take the placement of self-employment.To solve the problem of retired soldiers employment placement not only relates to the stability of the army,but also relates to social stability and the unity of the people.In this context,the retired soldiers vocational skills training has become increasingly important.This paper mainly focuses on the optimization of local government functions in retired soldiers' skills training.It starts from the related concepts,theories and policies of the retired soldiers' vocational skills training,and uses the theory of public goods and the new public service theory and the relevant policy analysis to summarize the functions of the local government in the training.Taking Nanning city as an example,through investigation and research on the employment quality of retired soldiers and the development of vocational skills training in Nanning city,this paper analyzes the shortcomings and causes of the local government functions in the training of retired soldiers,explores the ways to optimize the functions of the local government in the training of retired soldiers,and puts forward the reasonable and feasible countermeasures and suggestions.This paper adopts the research methods such as field research,theoretical analysis,literature analysis and questionnaire.Combined theoretical research and literature analysis with the questionnaire survey of retired soldiers and the field visits of the civil affairs department staff,through statistical analysis,the status quo and influencing factors of vocational skills training for retired soldiers in Nanning City are summarized.The study found that the local government functions in the vocational skills training of the retired soldiers have the following eight aspects of the problem:the local government havn't publicized about the vocational skills training of the retired soldiers enough and in time;the time to carry out retired soldiers' vocational skills training is not reasonable;inefficient measures in the transfer of quality education resources on the training;training professional content is not reasonable;lack of effective guidance for the retired soldiers to choose professions;the inverted phenomenon in the training funds investment;inadequate supervision and evaluation of training management and training effects;absence of employment guidance and employment services.And based on the root causes analysis of the above problems,combined with the six reasons summarized,11 countermeasures are proposed from the following three aspects:increase the degree of attention,and work together to promote the implementation of relevant work;scientific planning,and actively improve the training mode;strengthen service awareness,establish a long-term employment service mechanism.
