A Study On The Optimization Of Rural Social Governance Capacity In Deep Poverty Areas

With the deepening of poverty alleviation in China,the difficulty of poverty alleviation of the remaining poor continues to increase,and the deep poverty areas are faced with such challenging problems as the difficulty of poverty alleviation and the difficulty of consolidating the effect of poverty alleviation.The deep poverty area is not only the key area to build a well-off society in an all-round way,but also the "most important","the most difficult" and "the most difficult" in the overall revitalization of rural areas.As a weak area of China's economic and social development in the context of the "new era",the countryside has been a key area affecting a series of strategic objectives since the 19 th National Congress of China.General secretary Xi Jinping repeatedly pointed out in many field contracts that we should continue to carry out the strategy of Rural Revitalization and take this as the general starting point for the work of "agriculture,rural areas and farmers" to support and help other work.It can be seen that the rural areas in deep poverty areas have always been the key areas to achieve the national strategic goals.Based on the theory of multiple coordinated governance,this paper takes Linxia Prefecture and county as the research object.This paper constructs the evaluation index system of rural social governance capacity,evaluates the rural social governance capacity of Hezheng County by using the method of AHP combined with index expert scoring,analyzes the causes of the problems in the rural social governance of Hezheng County,and finally puts forward various optimization suggestions to improve the rural social governance capacity of Hezheng county.This paper is divided into six parts.In the introduction part,through the introduction of the background and significance of the topic,the necessity of optimizing the rural social governance capacity of Linxia Prefecture and Hezheng county is clarified.The first chapter introduces the core concept and theoretical basis;the second chapter constructs the evaluation index system of rural social governance ability,and determines the weight of each index through the quantitative method;the third chapter evaluates the rural social governance ability of Hezheng county through the constructed index system;the fourth chapter points out the existing problems of rural social governance of Hezheng county and analyzes themaccording to the previous evaluation results In the fifth chapter,according to the direction of the problems,it provides the relevant optimization suggestions for Hezheng county to improve its rural social governance ability.Through the research of this paper,we can find that Linxia Prefecture and Zhengxian,as the "three districts and three prefectures" deep poverty-stricken areas,have done some work in the field of rural social governance in the process of poverty alleviation practice,such as the popularization of rural culture and education,rural public service security,etc.,and have also made some achievements.But generally speaking,there is still a certain gap between the rural social governance and the overall goal of "Rural Revitalization",which will also be the focus and difficulty of the next work.
