Research Into Rural Anti-poverty From The Perspective Of The Capability Approach

As for 2010,Chinese rural population accounts for 50.32% of the total,including 70.17 million people in the poor,farmer population base is big,it will seriously affect the development economic of our country,social stability,the process of building a well-off society in an all-round way,rural anti-poverty responsibility is significant,arduous task,challenging high.Good results were obtained in previous rural poverty,rural poverty population is greatly reduced,however,the traditional rural anti-poverty has not enough attention in how to strengthen the construction of poor ability of feasible、not enough attention in how to enlarge the human capital investment、not enough attention in How to play the power of common subjects to the rural anti-poverty,which is unfavorable to fundamentally eliminate the rural poverty problem.This research mainly from the several aspects to investigate,discusses how to carry out rural anti-poverty in nature.This study selected poverty-stricken counties in Jiangxi province-Y county as survey sites,using interview,questionnaire survey data collection methods to carry out on-the-spot investigation,collect the Y county rural anti-poverty information.Studies had found that in recent years,the Y county rural anti-poverty get good grades,rural economic rapid development,a great change of the village Yung and Village appearance,the farmer’s life get great improved.But,rural anti-poverty in Y county is in a certain condition that “farmers passive to accept poverty”,do not fundamentally solve the problem of farmers’ poverty.Among the reasons for,is that the farmer’s insufficient practical ability construction insufficient and all social main body participation is not enough,specific performance in farmers free access to the rights of rural anti-poverty funds、realize the right of self growth、the right to social security and so on are not enough.Therefore,Y county,s rural anti-poverty should put its hand to strengthen the supervision、strengthen the construction of poor ability of feasible,strengthen the Many social subject Supporting the construction of rural anti-poverty,strengthen the poor human capital investment,from the rural anti-poverty in nature,poverty eradication,put an end to poverty-returning phenomenon arising.
