A Case Study On The Implementation Process Of Urban Accurate Rescue Pilot Project

“Accurate rescue”is the concept put forward in urban aid policy after rural precision poverty alleviation.From 2019,B city began to implement the pilot project of precision social assistance.The main content of this paper is to describe and analyze the initial implementation process of Accurate rescue pilot project in Y street,B city.This paper is a case study based on the author's work experience in summer internship and interviews with social workers and interns in the field.This study consists of three parts:introduction,description and analysis of the process of project implementation,that is,targeted at the difficult masses and precision assistance,and research conclusion.The first chapter is the historical source,development and project background of Accurate rescue.The second chapter describes the identification process of the masses in straitened circumstances and the case objects,as well as the key factors affecting the identification process.The third chapter describes the basic process of demand survey,which is divided into two parts:the demand survey of the masses in straitened circumstances and the demand of individual assistance object.The fourth chapter describes the social workers to carry out individual case assistance and account management related work.In the conclusion part of the paper,the impact of Accurate rescue in the form of project implementation on accuracy was described,and the causes of deviation in targeting and assistance were analyzed.From the implementationexperience of Y street Accurate rescue project,the inaccurate phenomenon of Accurate rescue not only occurred in the targeting step,but also in the assistance step.In the targeting step,the accuracy of the project was affected by the selection criteria,the control of community elites and the preference of social workers.In the assistance step,the failure to carry out accurate "each policy for each household" help according to the needs of the service object is also one of the reasons for the inaccuracy of the rescue project.
