Research On Social Assistance In Henan Province From The Perspective Of Accurate Poverty-relief

With the coming of the social transition period in our country,the problem of poverty has become more and more prominent.It is an important task to solve the poverty problem and improve the life of the poor.As one of the effective policies to alleviate poverty,social assistance has played a very important role in ensuring the basic living needs of the poor.In February 2014,the State Council promulgated the Interim Measures of social assistance,which integrated the content and regulated the operation mechanism of the system clearly.However,in reality,there are still many deficiencies in the system of social assistance in our country,and it needs all the sides to make efforts to improve the social security system.Henan province is an important economic province of our country,and it's poverty population is bigger,the poverty problem is more serious,under the new request of poverty alleviation in the period of accurate poverty-relief,the development orientation of social assistance in the future,and the way of rescue,aid funding arrangements are facing a series of challenges.This paper focuses on the social assistance in Henan Province from the perspective of accurate poverty-relief,applies it's accurate idea and scientific mechanism to analysis the social assistance system and implementation effect,found that the relief objects recognition are not accurate enough,and rescue measures are not accurate too,service are so few,rescue duties are not clear,grass-roots management have lots of issues,the assistance presents a more extensive management status.Based on the analysis of specific issues,combines with the experience of accurate poverty-relief in Henan province to put forward some suggestions,by setting the fine classification standards,increasing the development of special assistance,improving the grass-roots management mechanism and accelerating the transformation of its own,to promote its improvement from negative to positive,and carry out accurate rescue,promote the long-term development of the social assistance system itself.
