The Research On The Intellectual Property Rights Incentive Of National Defense Technology Synergy Innovation

The national defense technology synergy innovation is not only the inevitable trend of the development of science and technology,but also the basic requirement for the implementation of the strategy of civil-military integration,promoting the deep development of civil-military integration.The synergy innovation of national defense technology is a systematic project,involving close coordination among various departments,aspects and links.One of the prominent problems is intellectual property incentives.How to properly handle the incentive of intellectual property rights in the practice of national defense technology synergy innovation,is an important issue in the theoretical innovation of the national defense economy,an important task in the management and practice of national defense intellectual property rights as well.This article focuses on the theme of intellectual property incentives of national defense technology synergy innovation,and using the theories and methods of economics,management,law and other disciplines to explore.Firstly,described the theory related to innovation and synergy innovation,property rights theory,the theory related to intellectual property rights incentive,cooperative game theory and Shapley value model based on the research theme,which are related to the property rights incentive of defense technology synergy innovation.Secondly,analyzed the core issue of intellectual property rights incentive of national defense technology synergy innovation,intellectual property right ownership,based on the national defense technology synergy innovation theory,property rights theory and the theory related to intellectual property rights incentive,targeting to the different interests of innovator discussed four cases,clearing the property rights ownership arrangement of defense technology synergy innovation.Thirdly,using the cooperative game theory and Shapley value model to research the profits distribution of property rights incentive of defense technology synergy innovation,derived the profits distribution model of property rights of defense technology synergy innovation,according to the difference of resources contribution and risk-taking between the innovators.Then taking the specific case of"unmanned equipment" as the basis,which is innovated by cooperation of the National University of Defense Technology and SANY Group Co.,Ltd,run the empirical test on the results of intellectual property right ownership and profits distribution of defense technology synergy innovation.Finally,based on the practical experience and theoretical analysis,further clarify the effective method to enhance the intellectual property rights incentive of national defense technology synergy innovation,putting forward effective measures and suggestions from ownership,income distribution,value assessment,protection consciousness,compensation demands,encryption and decryption,etc.
