The Research On The Property Rights Incentive Institutions Of Defense Technology Innovation

Defense technology is the key element during the course of finishing Chinese military revolution and realizing military's mechanization and informationizaion history task. Our country's improvement of quality of defense technology should mainly depend on ourselves'innovation, and acquire some defense technologies which are in the front rank of the world and their knowledge property rights belong to us. The essence of property rights incentive institutions of defense technology innovation is to build some institutions from the view of property rights'distribution, for the purpose of increasing technovation's enthusiasm and technovation's efficiency. The characteristics of property rights incentive institutions are composed of small institution transformation cost, union of formality institution and informality institution, economic benefits'incentive medium, dynamic incentive institutions, union of long-range incentive and short-term incentive, union of incentive and restriction. The function of property rights incentive institutions are composed of increasing technovation subjects'benefit, all technovation subjects'incentive, reducing technovation subjects'transaction cost. Property rights incentive institutions'structure is composed of institutions'environment and institutions'arrange. Institutions'environment of Market economy and property rights institution's multiplicity provides the premise of institutions'arrange in which all technovation subjects have property rights. Property rights incentive institutions'system is composed of property rights incentive institutions, human capital technovation subjects'incentive institutions and nonhuman capital technovation subjects'incentive institutions.Many disadvantages exist in the property rights incentive institutions for some reasons. In essence, the disadvantages are the contradiction between various technovation subjects and the imbalance of property rights'distribution, technovation subjects are separated from property rights subjects, technovation subjects'benefits can't be ensured. In the end, the thesis made some suggestions of building defense technology innovation's property rights incentive institutions including knowledge property rights incentive institutions, human capital technovation subjects'incentive institutions and nonhuman capital technovation subjects'incentive institutions.
