Research On The Current Situation Of Intellectual Property Financial Services In Dalian High-tech Zone

As China's economy enters the "new normal" period,scientific and technological innovation has become the main driving force for better,faster and healthier economic development.However,the innovation and development of science and technology cannot be separated from the support of capital.Small and medium-sized enterprises of science and technology have the characteristics of asset-light and technology-heavy.Although they have a large number of intellectual property rights,they are faced with such problems as difficult and expensive financing from financial institutions due to the lack of real estate collateral.Accelerating the development of intellectual property financing not only opens the door to new financing for technology-based enterprises,but also enables enterprises to give play to their core characteristics of science and technology,strengthen the innovation belief of technology-based talents,and make important contributions to the lightweight development of the financial industry.This paper introduces the background and significance of this research and summarizes and analyzes the current status of intellectual property financial service system in high-tech zone of Dalian city.On this basis,combining with the questionnaires and analysis of financial industry,this paper studies the main problems restricting the establishment of the intellectual property financing platform.It is found that in the process of establishing the intellectual property financial service system in Dalian high-tech Zone,there are some problems,such as the lack of intellectual property financial service products,the low initiative to carry out business,the small scale of financing,and the poor universality of intellectual property financial services.These are the reasons why it is still difficult for high-tech enterprises to obtain financial credit support.By referring to the advanced experience of the establishment of intellectual property financial service system in other regions,this paper first proposes that the government should take the leading mode in the initial stage of the establishment of the financial service system,increase the policy input,improve the intellectual property evaluation and guarantee system,and resolve the intellectual property financing risks at different levels.The four identities of firm policy guarantor,market leader,risk controller and resource allocation coordinator should be well guided one by one to pave the way for further market-oriented leadership.Finally,the idea of establishing a sustainable and portable financial service system of intellectual property is proposed.
