Research On The Problem Of "Benefit Interconnection" Of XH Street And Its Countermeasures

With the deepening of reform and opening up,the prosperity and development of economy and culture,and the gradual growth of people's needs,China's social development needs a new management model to create a harmonious and stable social pattern.Since the 18 th National Congress of the CPC,the CPC Central Committee and the State Council have attached great importance to the issue of innovative social governance.The report of the 19 th National Congress of the Communist Party of China once again emphasizes strengthening and innovating social governance,and puts forward that "we should strengthen the construction of social governance system,improve the social governance system of Party Committee leadership,government responsibility,social coordination,public participation and legal protection,and improve the level of socialization,legalization,intellectualization and specialization of social governance".XH Street has 13 communities with 86,000 permanent residents.It is one of the streets with large area,large number of households,high level of migration,relatively complex population structure and high degree of aging.According to the characteristics of the jurisdiction,XH Street Innovation launched a "Benefit Interconnection" service complex for the people(hereinafter referred to as "Benefit Interconnection"),with its convenient,friendly,high-quality services to meet the diverse needs of residents,this innovation model has great significance for innovating grass-roots social governance.This paper chooses "Benefit Interconnection " of XH Street as the research object,uses the method of questionnaire survey,in-depth interview and literature review,summarizes the research results at home and abroad,and draws lessons from it,and then elaborates the framework,service system,functions,practices and service achievements of " Benefit Interconnection " for the people.After in-depth interviews with relevant leaders,questionnaires were sent out to staff and users of " Benefit Interconnection ".Through sorting out and analyzing the survey data,combined with the interview results,some problems in its operation were found,including of five major problems : unclear identity positioning,insufficient long-term development momentum,the gap between the actual results and goals,and insufficient use of various communication channels,and unbalanced use of the five service systems.Through further analysis,the reasons for the problems are mainly five aspects: imperfect system structure,imperfect top-level design,absence of supervision mechanism,waste of public resources caused by duplicate functions,weak ability of residents and social organizations to participate in grass-roots social governance,etc.After in-depth analysis,reflection and exploration,this paper puts forward suggestions to improve the "Benefit Interconnection".They are: clear the identity of the "Benefit Interconnection",establish and improve the long-term development mechanism,promote the "Benefit Interconnection" docking and cooperation with platforms and build a reasonable service system,and improve the maturity of individual and social organizations participating in grass-roots social governance.It provides some reference for optimizing and developing the platform.At the same time,the existing problems of the platform are also the same problems in the process of street grass-roots social governance,and this study has a certain reference significance for them.
