Research On The Problems And Countermeasures Of Urban Grass-roots Social Governance In Ji'nan

Nowadays,China has entered a key period of reform and development.Meanwhile,the social contradictions are increasingly prominent.How to improve the level of social governance and maximize the various interests demands of urban grass-roots society is an urgent issue to be studied.Regarding the urban nergnberhood office of Gan Shiqiao as the main analysis object,this dissertation mainly studies the main problems of the city grassroots social governance in Ji'nan.Also,this dissertation analysis of the function of government and community autonomy in the city grassroots social governance,carrying out social organizations to participate in community governance and other related issues and reality.Then,it will put forward recommendations of effective policy,providing useful practical experience for city community governanceof Ji'nan,so to improve the level of grassroots social governance.This dissertation contains six chapters.The title of the first chapter is the introduction which mainly expounds the significance and background of the topic,the literature review in both domestic and international area,the main focuses of the topic,the methods and the innovations of the research.The second chapter includes the definition of related concepts like governance,city grassroots society and city community,grassroots social governance and the like,and basic theory such as the social governance theory,service-oriented government theory,multi collaborative governance theory and new public management theory,new public service theory and the theory of well governance.On this basis,we study and analyze the process of the changes of city grassroots social governance system and the corresponding connotations,and sumerise the recent new policies and new requirements.The third chapter is the situation of grassroots social governance in Jinan,including the achievements and situation of urban grassroots social governance,the basic situation of the urban nergnberhood office of Gan Shiqiao and the interview with the staff of the Gan Shiqiao district.The fourth chapter is the analysis of Ji'nan city grassroots social governance problems and causes,combined with the cases of the urban nergnberhood office of Gan Shiqiao in the aspect of the street institution,responsibilities of community committees and social organization.The fifth chapter is some suggestions that willimprove the level of social governance in Ji'nan in the aspects of the construction of multi governance situation,carrying out social collaborative governance,deepening reform,promoting the management and service level,promoting community burden efficiency,promoting the function of community autonomy,cultivating social organizations and mobilizing social forces to participate in governance and so on.
