Research On The Government Affairs Service Model Of G2E E-government In Haidian District Of Beijing

In recent years,a number of government agencies were criticized and judged by the public due to their complicate procedures,which highlights a number of local government chaos services.This year the central government through large-scale adjustment and decentralization to promote the reform of administrative examination and approval.The local government also actively implement the system mechanism reform,through innovate government service model to create a service-oriented government.In the administrative hierarchy,local governments play the key role in connecting ecosystem and providing service to individuals.So the research about the local government affairs service reform model has practical significance.E-government construction plays an important role in accelerating the reform of public management and administrative service innovation,but also being the inevitable trend of government informationization reform.During the processing of the E-government management construction,the E-government process management theory,service demand theory and knowledge management theory provide a theoretical perspective for the construction of information system.This thesis discusses the three stages of the development of government services in Haidian District.That is traditional management pattern stage,community charge phase all the way,three-level linkage phase.Based on the process reengineering theory,this thesis analyzes the urgency and necessity of the reform,and on the basis of service demand theory it discusses the starting point and the end result of the administrative service reform in Haidian District.In Haidian District,the current round of reforms of government services,combing all the individual government service matters and realized standardization,then go publicly as the government power list.One online transfer and processing platform was build and has carried on the corresponding adjustment mechanism and function integration.Through the reform,the efficiency was improved,and the integration of the development of E-government in Haidian District also was promoted.Finally,the construction process of the service oriented government was accelerated.However,a number of difficulties and problems occurred during the process of reform.Firstly,some service items still need to be simplified.Secondly,another step needs to be taken ahead during the vertical development of procedure reconstruction.Thirdly,further integration is required in the basic construction of government service resources.Fourthly,the operating mode of G2 E needs to be reformed completely.This thesis learns lessons from the advanced experience of other areas about electronic government affairs mode and puts forward the corresponding countermeasures and suggestions for the above problems.
