Construction And Empirical Study Of High Quality Development Evaluation Index System

The 19th CPC National Congress in 2017 put forward a new expression of "high quality development" for the first time,and pointed out that realizing the transformation of the main contradictions in our society will inevitably require the focus of economic work to shift to high quality development.The 2017 Central work Conference stressed that it is necessary to speed up the formation of an index system,policy system,standard system,statistical system,performance evaluation,and establishment and improvement of the institutional environment for promoting high-quality development.We will promote China's economy to make new progress in achieving high-quality development.Based on this,this paper constructs the evaluation index of high quality development level in China and region from the three dimensions of development vitality,development benefit and development environment.The standard system,and the projection pursuit model based on RAGA is used to evaluate the high quality development level in China and 31 regions.Based on the spatial statistical analysis method,the spatial distribution model and its development trend of the regional high quality development level are further analyzed.The results show that the level of high quality development in China is gradually improving,but due to the lack of vitality of economic growth,the kinetic energy of the new round of economic growth has not yet been fully released,the transformation of innovation achievements into real productivity efficiency and other obstacles,the improvement of the level of high quality development in China is gradually slowing down.There are significant differences in regional high quality development level,especially in terms of development vitality and development benefit,and the high quality development level between regions has the characteristics of positive spatial correlation,and presents a spatial distribution model of low value agglomeration.Finally,based on the research results,this paper puts forward three suggestions: first,speed up the training of compound scientific and technological talents and promote the efficiency of innovation;second,deeply promote supply-side reform and speed up theprogress of industrial upgrading;third,strengthen bank credit risk supervision and severely crack down on enterprise breach of trust;fourth,regional measures to make up for shortcomings according to local conditions and promote high-quality development.
